Lack of staff leads to a lot of pressure on teachers

Accordingly, on December 3, 2018, the Government issued Decision No. 1677/QD-TTg approving the Project on Preschool Education Development for the 2018-2025 period. This project has created a solid foundation and legal corridor for investment in preschool education development.

Reporting on the implementation of the Project, Director of the Department of Preschool Education Nguyen Ba Minh said that after more than 4 years of implementing the Project, the scale and network of preschools continued to be consolidated and developed, with the number of preschools increasing compared to the previous school year. The country currently has 15,334 nurseries, kindergartens, and preschools. The total number of preschool children attending school and receiving care and education under the preschool education program is more than 5 million children. 18/63 have met and exceeded the target of mobilizing children by 2025.

According to statistics, the whole country completed universal preschool education for 5-year-old children in 2017. Nationwide, 99.1% of preschool children are organized to study 2 sessions/day. The rate of malnutrition of children in educational institutions has gradually decreased over the years. The rate of overweight and obesity is controlled. Children are prepared physically, psychologically, linguistically, cognitively, emotionally and socially to enter grade 1.

Preschool children in difficult circumstances receive lunch money from the State; children in difficult circumstances and children with disabilities are given early detection, early intervention, and integrated learning, contributing to increasing the rate of children going to school and improving the quality of child care and education. Ethnic minority children are prepared with Vietnamese before entering grade 1...

In addition to the achievements, preschool education still faces many difficulties and problems. According to reports from localities, in the 2022-2023 school year, the country is short of over 51,300 teachers in public preschools. The shortage of staff leads to pressure on teachers, potential risks of insecurity, and limitations in improving the quality of child care and education. Salaries, wages, and policies for preschool teachers are very low.

The network of schools and classrooms has not met the needs of children going to school, especially in mountainous areas, ethnic minority areas, industrial parks and densely populated areas. Facilities, equipment, toys and teaching equipment at the preschool level are still lacking, old, broken and do not meet the requirements of teaching and learning.

There are still nearly 500,000 3-4 year old preschool children who have not been to school, mainly in disadvantaged areas, mountainous areas, and the Mekong Delta river areas; nearly 800,000 ethnic minority preschool children have not been to school and have not had access to preschool education.

More attention should be paid to the regime and policies for preschool teachers.

To overcome difficulties and limitations and continue implementing the Project on developing preschool education until 2025, the Director of the Department of Preschool Education mentioned a number of tasks and solutions. These include pilot solutions to universalize preschool education for preschool children in a number of provinces and cities; innovate the preschool education program; develop preschool education in disadvantaged areas, industrial parks and export processing zones and densely populated areas; invest in developing networks and facilities; develop staff policies, have mechanisms and solutions to train and recruit enough preschool teachers according to regulations; promote propaganda and cooperation for preschool education.

Sharing solutions to overcome the shortage of teachers in the locality, Deputy Director of the Department of Education and Training of Long An province Nguyen Hong Phuc said: In the 2022-2023 school year, Long An province is still short of 1,365 teachers, of which preschool level is short of 273 teachers. The teacher/class arrangement ratio at all levels is lower than the prescribed teacher staffing quota. It is forecasted that by 2025, the number of additional teachers needed is 2,314 people.

The Deputy Director of the Department of Education and Training of Long An Province proposed: The Government should soon implement a roadmap for salary reform for civil servants and public employees; pay attention to salary policies for civil servants in the education sector so that they can work with peace of mind and stay committed to their profession. The Ministry of Education and Training should advise on issuing policies to support newly recruited civil servants, especially preschool teachers and civil servants working in remote, isolated and disadvantaged areas, so that localities can stabilize their staff.

Localities proposed that there should be solutions to attract preschool teachers, continue to increase the number of teachers for localities, ensure enough teachers/class groups, not reduce the number of teachers in the education sector, increase income for preschool teachers, and supplement policies to support teachers in disadvantaged areas...

To approach the new preschool education program expected to be implemented in the near future, the representative of the Dak Lak Department of Education and Training proposed to have a teacher training program that goes ahead and meets the requirements, avoiding the limitations in teacher training of the 2018 general education program.

Speaking at the conference, Vice Chairman of the National Assembly's Committee on Culture and Education Dinh Cong Sy said: "Although there have been many policies for teachers and students at the preschool level, they still do not meet the actual requirements of life. The Committee will soon organize a separate conference on preschool education, focusing on the most "essential" difficulties of this level of education today to propose solutions to overcome them."

According to Deputy Minister of Education and Training Ngo Thi Minh, more attention should be paid to propaganda work to raise social awareness of the position and role of preschool education. Regarding the Program to support the development of preschool education in disadvantaged areas for the period 2022-2030, the Deputy Minister requested localities to continue to promote the implementation. Accordingly, closely follow the indicators in the Program to have appropriate implementation solutions to achieve the set goals.

“Whether the project is successful or not, the role of the teaching staff is extremely important. Therefore, I suggest that localities pay more attention to the regime and policies for preschool teachers, and at the same time share and accompany teachers in the current conditions when teachers still have many difficulties in terms of income and working conditions,” the Deputy Minister emphasized.
