
The VNeID electronic identification application has just had an update version 2.2.4, allowing citizens to submit Land Use Rights Certificates online to "clean up" land and housing data. Previously, people had to photocopy the red book and submit it to the neighborhood leader, now they can do it themselves right on their phones.
To submit red books on VNeID, people need to have a level two identification account and upgrade the application to the latest version 2.2.4.
Instructions for submitting red book on VNeID
Step 1: After logging into the VNeID application. Users go to Providing information to State agencies > Create new > Select information: Land use rights certificate.
Here, the application will automatically extract the submitter's information including: declarant's full name; Personal identification number.
In case the declarant is not named in the Land Use Rights Certificate, the user needs to fill in the full name and reason for declaring on behalf of the declarant. If the certificate belongs to an organization, the declarant enters the organization's name.
Step 2: People continue to enter information about the Certificate Number and the land plot address on the red book. Note that the address will be entered according to the three-level land administration as before, including province, city; district, commune, ward. Next, people enter the current land plot address information according to the two-level land administration.
Step 3: People upload a full copy of the red book pages. Acceptable formats are PDF, PNG, JPG, JPEG files. The maximum total size of the documents is 3.5 MB.
Finally, the declarant clicks on the box to confirm that the above information is correct and sends the request. The VNeID application will notify "Information sent successfully". People can review the declared data in the history section or continue to create a new copy, following the above procedure.
The campaign "enriching and cleaning up the national land database" is a general review and standardization of land data nationwide, taking place in 90 days from September to the end of November.
The goal is to ensure "correct - sufficient - clean - alive" land information, synchronized with the population database, helping with transparent management and better serving the people.
Mr. Mai Van Phan, Deputy Director of the Department of Land Management, Ministry of Agriculture and Environment , said that when the land database is cleaned, correct and complete, people will have many benefits in the future. In the future, transactions will be carried out right on the cyberspace and information on land use rights and property ownership on land will also be encrypted and integrated on VNeID for people to look up and control.
Regarding the need to clean up land data, Mr. Phan said that land management has gone through many different periods and each period has different ways of management, editing, and storage and "changes continuously, without synchronization". State agencies only know the names of land users, while people change many documents and arbitrarily change the purpose of use, so there is no synchronization.
Series of new features on VNeID application
In addition to the feature of providing information on Land Use Rights Certificates to State agencies, VNeID application version 2.2.4 also updates the feature of Product Origin Lookup; Integrating dependents' academic records; Integrating passport information.
In addition, the application also updates and adjusts public services: Judicial records; Registration and residence management; Issuance and management of identity cards.
The application also has a National Law Portal, updating information and news related to the law.
