Prioritize investment resources to complete Lao Cai - Hanoi - Hai Phong route
The Lao Cai-Hanoi-Hai Phong railway investment project is proposed to be invested with a total length of more than 403km, passing through 9 provinces and cities, including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh , Hung Yen, Hai Duong and Hai Phong. The starting point is at the rail connection point across the border between the new Lao Cai Station and Ha Khau Bac Station (China), in Lao Cai City. The end point is at Lach Huyen wharf area, in Hai Phong City. According to preliminary calculations, the project has a total investment of about 194,929 billion VND (equivalent to more than 8 billion USD).
Mr. Nguyen Khanh Tung, Deputy Director of the Railway Project Management Board, the Lao Cai-Hanoi-Hai Phong railway construction investment project will be the corridor with the second largest demand for passenger and cargo transport in the country, after the North-South economic corridor. To ensure human resources for operation and exploitation after the project is completed, during the research and preparation of the project's pre-feasibility study report, the consultant proposed a human resource training program according to 3 types of training (domestic training, foreign training, combined domestic and foreign training) with 4 levels of qualifications (technical workers, engineers, masters, doctors) for 5 entities (state management agencies, project management units, operating and exploitation units, training facilities, research facilities). On the other hand, the feasibility study report has planned to train and develop human resources for the project of about 2,431 people with the project's budget.

In the next step, the Railway Project Management Board will continue to study and determine the specific number of human resources, costs, plans, and training methods to meet the demand for operation and exploitation. In addition, the leader of the Railway Project Management Board emphasized: In the process of selecting international contractors, the bidding documents and request documents will have regulations for contractors to prioritize the use of products, goods, and services that can be produced and provided domestically; there will be conditions for the contractor to commit to transferring technology and training human resources for Vietnamese partners to master the management, operation, exploitation, and maintenance work, gradually mastering the technology.
Agreed with localities where railway lines pass through
Evaluating the project with a separate site clearance part and some localities will use provincial and municipal budgets for implementation, the Railway Project Management Board believes that decentralization, delegation of authority and assignment of responsibility to localities will create initiative for localities in the preparation process and can soon implement site clearance and resettlement work in parallel with the project approval process; ensure legal basis, remove difficulties for localities to implement compensation, support and resettlement work; speed up site clearance progress for the project.
Recently, according to the report of Lao Cai Department of Construction, regarding compensation, support and resettlement for the Lao Cai - Hanoi - Hai Phong railway construction investment project, the total number of households needing to be arranged for resettlement to serve the project implementation is about 746, expected to be arranged in 19 areas, of which 10 areas have been planned or have to adjust the planning, proposing 9 new planning points.
The Provincial People's Committee has agreed on a list of projects to build resettlement areas for the Lao Cai - Hanoi - Hai Phong railway and assigned localities to carry out investment preparation work, including 16 projects with a total estimated investment of more than VND 290 billion. Up to now, the work of site clearance and implementation of resettlement area construction is being vigorously implemented by localities. Van Ban district plans to approve the resettlement project before May 31, 2025. Bao Yen district plans to select contractors and start construction before June 13, 2025, striving to complete the handover and put the project into use in December 2025. Bao Thang district plans to start construction of resettlement areas in June 2025. Lao Cai city plans to complete resettlement areas before September 30, 2025.
Located in the area where the Lao Cai - Hanoi - Hai Phong railway project runs through, the People's Committee of Hai Duong province has assigned specific tasks to each unit for implementation. Accordingly, the Provincial Investment and Construction Project Management Board presides over and coordinates with relevant departments, branches, localities, agencies and units to invest in the construction of resettlement projects, to be completed before November 30. The Department of Construction coordinates the planning of resettlement areas with synchronous technical and social infrastructure, ensuring a better life for resettled people.
The Department of Agriculture and Environment directs and coordinates with relevant units to measure, extract, and complete land recovery records before May 30. After the project places and hands over site markers, the land recovery records will be standardized and completed, serving as the basis for implementing land recovery notices, inventory, and compensation plans.
The Department of Construction shall preside over and coordinate to standardize the route, place and hand over site markers as the basis for preparing land recovery records, land recovery notices, inventory, and compensation plans. The People's Committees of localities in Hai Duong where the project passes shall preside over and implement the relocation of technical infrastructure works and social infrastructure to be completed before November 30, 2025. To date, Hai Duong has completed a number of contents such as: Reviewing and inventorying land, determining the origin of land, assets on land, the number of households whose residential land is recovered, the number of households subject to resettlement, the number of resettlement plots, the number of resettlement areas, the location and scale of resettlement areas.
In Hai Phong alone, the main line is about 48.9km long and two branch lines are more than 18.9km long, including the line from Nam Hai Phong station to Nam Do Son station and the line from Nam Dinh Vu Technical Operation Station to Dinh Vu station. The design speed for the main line is 160km/h, while the branch lines reach 80km/h. It is expected that the area that needs to be cleared in the city is about 370ha, belonging to 5 districts. Since the beginning of May, leaders of Hai Phong City People's Committee have directly inspected the areas where the Lao Cai - Hanoi - Hai Phong railway line is expected to pass through the city. During the inspections, provincial leaders have given instructions and urged the management and preparation of site clearance, ready for the project implementation phase when officially approved.
The Chairman of Hai Phong City People's Committee also paid special attention to ensuring the legal and legitimate rights and interests of people affected by the project. The Chairman requested that propaganda and mobilization work should be carried out transparently and effectively, creating high consensus among the people. Future compensation, support and resettlement plans should be built on a scientific and feasible basis, ensuring that the lives of people after relocation are equal to or better than their old residences...
