Solutions to tighten and manage multi-level marketing business activities

Reporter: Could you please tell us that the business of multi-level sellers is becoming more and more popular, and the revenue of the multi-level sales sector continues to increase. So, what is the role of the Department of Industry and Trade in inspecting and controlling businesses operating in this sector?

Regarding the inspection and control of multi-level marketing companies in the province, the Department of Industry and Trade has coordinated with provincial departments, branches and district People's Committees to advise the Provincial People's Committee to issue Decision No. 1912/QD-UBND, dated September 23, 2019. Based on the regulations on assigned functions and tasks, the branches have organized and coordinated to regularly inspect and supervise the activities of enterprises participating in multi-level marketing activities in the area. When receiving notices of conferences, seminars and training on multi-level marketing activities, the Department of Industry and Trade has information for relevant units to know and supervise together. Regularly assign staff to monitor and supervise the organization of conferences, seminars and training on multi-level marketing activities. Through supervision, enterprises comply with the content notified to the Department of Industry and Trade.

Reporter: According to you, how will the Ministry of Industry and Trade tighten management and handle violations in this multi-level business without a license or disguise?

Currently, Tra Vinh has 13 enterprises that have been confirmed by the Department of Industry and Trade to organize multi-level sales activities according to the provisions of Decree No. 40/2018/ND-CP, dated March 12, 2018 of the Government on management of multi-level business activities and Decree No. 18/2023/ND-CP, dated April 28, 2023 of the Government amending and supplementing a number of articles of Decree No. 40/2018/ND-CP of the Government on management of multi-level business activities. These enterprises have organized multi-level sales activities in the province in accordance with regulations, such as: periodically reporting on the operation situation to the Department of Industry and Trade (06 months and year), organizing conferences, seminars, and training on multi-level marketing with administrative procedures sent to the Department of Industry and Trade in accordance with regulations.

For mobile sales enterprises or enterprises without licenses, selling disguised products, the Department of Industry and Trade has sent a document to the People's Committees of districts, towns, and cities to strengthen the management of enterprises organizing mobile sales, promotions, and disguised multi-level sales in the management area. At the same time, it is necessary to propagate and mobilize people in the province to carefully check the origin, source, and quality when buying products to avoid enterprises taking advantage of selling poor quality products, selling multi-level sales to defraud, illegally mobilize capital, and limit risks and losses.

Reporter: In the coming time, to rectify the multi-level marketing business activities in the province, what solutions will the Industry and Trade sector implement to bring more efficiency? Dear comrade?

To rectify the disguised multi-level marketing activities in the province more effectively, in the coming time, the Department of Industry and Trade will continue to coordinate with sectors and localities to advise the Provincial People's Committee to decide to issue regulations on coordinating State management on protecting consumer rights and receiving and resolving feedback, requests and complaints from local consumers.

Coordinate with relevant sectors to regularly monitor and supervise the activities of enterprises that have been certified by the Department of Industry and Trade to organize multi-level sales activities in the province. If an enterprise does not meet the conditions prescribed for organizing multi-level sales activities, the Department of Industry and Trade will revoke the multi-level sales certification in the locality.

Continue to coordinate with localities to propagate so that people know that when buying products, they need to consider and choose carefully, to avoid businesses taking advantage of multi-level marketing to defraud and cause damage to people.
