How disadvantaged regions can build new rural areas.

From 2021 to the present, thanks to proactive, creative, and flexible approaches, Yen Bai province has had 28 out of 59 particularly disadvantaged communes in Zone III, belonging to ethnic minority and mountainous areas, achieve the new rural standard.

During the process of building new rural areas, particularly disadvantaged communes face many disadvantages in terms of natural and socio -economic conditions, have a very low starting point, and a high poverty rate… requiring these localities to have appropriate and creative approaches. According to Mr. Thào A Phềnh - Chairman of the People's Committee of Nậm Khắt commune - the first commune in Mù Cang Chải to achieve the new rural area standard in 2024, for the new rural area construction to be successful, it is first necessary to raise the awareness of the Mong people here so that they clearly see their role as key players, actively participate, and contribute their labor and resources.
Mr. Phenh stated: "From the early years of the New Rural Development program, the commune's officials had to regularly go down to each village, working with the village Party committee to persistently carry out propaganda and mobilization work, using both gentle and firm approaches, to help people understand that in the New Rural Development program, the people are the main actors, and the State only plays a guiding and supporting role, not doing it for them; the people enjoy the achievements but must also bear responsibility. At the same time, we effectively promoted democratic regulations, ensured transparency, carried out effective inspection and supervision, promptly corrected deviations, and built trust among the people."
All projects and community-wide activities are implemented with consensus from the community, based on people's proposals and stemming from their needs and interests. Contributions from the people are mobilized on a voluntary basis, with democratic participation and discussion, without coercion. By emphasizing the people's role as the main actors and effectively implementing the operating mechanism of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," Nam Khat has gradually mobilized the participation and consensus of the people. Of the total capital of 593.5 billion VND mobilized for rural development in the commune, 78.6 billion VND was contributed by the people, along with 62 households donating over 12,000 square meters of land.
The "Party member in charge of households" model has been actively implemented. Each Party member in the branch, after being assigned to oversee groups of households, has coordinated with village elders, influential people, and clan leaders to provide hands-on guidance, set an example, and work alongside the people to overcome difficulties and obstacles in the process of implementing the New Rural Area criteria.
Meanwhile, in Mo Vang commune, Van Yen district, the effective implementation and utilization of investment capital and state support in economic development towards commodity production with sustainable output linkages, and the successful resolution of labor and employment issues to help people increase their income and have the opportunity to participate in the construction of projects and tasks initiated by the locality, is considered one of the valuable lessons learned in the commune's achievement of the New Rural Area (NRA) goals.
Accordingly, Mo Vang commune has identified cinnamon as the main crop, encouraging people to change from traditional farming methods to sustainable farming, growing organic cinnamon with linked consumption and processing of cinnamon products to increase value. Mr. Do Cao Quyen - Secretary of the Party Committee of Mo Vang commune shared: "Cinnamon trees are currently present in all 7 villages of the commune with an area of ​​nearly 5,000 hectares, accounting for nearly 50% of the natural land area, of which over 500 hectares have been certified as organic cinnamon and ecological cinnamon. The commune also has 2/3 cooperatives and 1 production and processing group producing cinnamon products, with contracts for the consumption of cinnamon products for the people."
Thanks to this, the local main crop has truly become a sustainable livelihood, creating jobs, gradually reducing poverty, and increasing income for people in the area. Currently in Mo Vang, the number of households with incomes ranging from hundreds of millions to billions of VND is increasing; multi-story houses and beautiful cars are no longer uncommon. The multidimensional poverty rate in Mo Vang has decreased to 12.84%, the average per capita income is 45.83 million VND/year, and the commune will achieve the New Rural Area standard in 2024.
The picture of rural development in disadvantaged areas has shown some "bright spots," indicating that the rural development task is on the right track and that further concrete solutions are needed for the next stage of advanced rural development and model rural development. To date, the province has 115 out of 146 communes meeting the rural development standards, with 31 communes remaining, all of which are particularly disadvantaged. For these localities to achieve the standards soon, strong support in terms of both policy and funding from the State, as well as consensus and cooperation from the people, are essential.
