In the process of building new rural areas, particularly disadvantaged communes face many disadvantages in terms of natural conditions, socio-economic conditions, a very low starting point, a high poverty rate, etc., requiring these localities to have appropriate and creative approaches. According to Mr. Thao A Phenh - Chairman of the People's Committee of Nam Khat commune - the first commune in Mu Cang Chai to meet the new rural standards in 2024, in order to successfully build new rural areas, it is necessary to first raise the awareness of the Mong people here so that they can clearly see their role as the main subject, actively participate, and contribute human and financial resources.
Mr. Phenh said: "From the first years of building a new rural area, the team of communal cadres had to regularly go to each village, together with the village Party Committee, persistently carry out propaganda and mobilization work, both gently and firmly, so that people understand that in building a new rural area, the people are the main subjects, the State only plays a guiding and supporting role, not doing it on their behalf; the people enjoy the achievements but must be accompanied by responsibility. At the same time, promote democratic regulations well, ensure publicity and transparency, carry out inspection and supervision well, promptly correct and correct deviations, and create trust for the masses."
All projects and common tasks are brought to the community for consensus, based on people's proposals, stemming from people's needs and interests. The mobilization of contributions from people is carried out on a voluntary basis, with participation and democratic discussion without coercion. By promoting the role of the people as the subject along with the good implementation of the operating mechanism "People know, people discuss, people do, people check, people supervise, people benefit", Nam Khat has gradually mobilized the participation and consensus of the people. Of the total capital mobilized to implement the new rural construction in the commune, 78.6 billion VND was contributed by the people, along with 62 households donating over 12,000m2 of land.
The model of "party members in charge of households" has been actively implemented. Each party member in the Party cell, after being assigned to be in charge of groups of households, has coordinated with village elders, prestigious people, and clan leaders to "hold hands and guide", "set an example" and accompany the people to remove difficulties and obstacles in the process of implementing the NTM criteria.
In Mo Vang commune, Van Yen district, the effective implementation and promotion of investment capital sources and State support in economic development towards commodity production with output linkage for sustainable products, solving well the problem of labor and employment so that people can increase their income and have conditions to participate in construction of works and works initiated by the locality is considered one of the valuable lessons for the commune to reach the NTM finish line.
Accordingly, Mo Vang commune has identified cinnamon as a key crop to encourage people to change from traditional farming methods to sustainable farming trends, growing organic cinnamon with consumption linked to processing some cinnamon products to increase value. Mr. Do Cao Quyen - Secretary of Mo Vang commune Party Committee shared: "Cinnamon trees are currently present in all 7 villages in the commune with an area of nearly 5,000 hectares, accounting for nearly 50% of the natural land area, of which over 500 hectares are certified as organic cinnamon and ecological cinnamon. The commune also has 2/3 cooperatives and 1 cooperative group producing and processing cinnamon products, with contracts to consume cinnamon products for the people.
Thanks to that, the local staple crop has truly become a sustainable livelihood, creating jobs, gradually reducing poverty, and increasing income for local people. Currently in Mo Vang, households with incomes from several hundred million to billions are increasing; high-rise buildings and fancy cars are no longer strange. The multidimensional poverty rate in Mo Vang has decreased to 12.84%, the average income per capita is 45.83 million VND/year, the commune will meet the NTM standards in 2024.
The picture of new rural development in disadvantaged localities has had "bright spots", showing that the task of new rural development is on the right track and that it is necessary to continue to have specific solutions for the next stage of advanced new rural development and model new rural development. Up to now, the whole province has had 115/146 communes meeting new rural standards, while the remaining 31 communes have not met the new rural standards, all of which are extremely disadvantaged communes. In order for these localities to soon meet new rural standards, it is necessary to have support in both policies and funding from the State and consensus and unanimity from the people.
