Khanh Son - Khanh Vinh Inter-regional Road Project: Urgently complete site clearance

Efforts to speed up progress

According to the report of the Management Board of the Provincial Agricultural and Transport Construction Investment Project (project investor), the route is nearly 57km long, of which the section passing through Khanh Vinh district is 12km long (starting point in Song Cau commune), the section passing through Khanh Son district is 45km long (ending point in Thanh Son commune). The total investment is over VND 1,929 billion, including over VND 1,809 billion for construction and installation and over VND 120 billion for compensation and resettlement support.

Currently, construction units are focusing on implementing in areas where the land is available. Specifically, for the 12km long section 1, the contractor has cleared the land and supported people to dismantle structures and plants at the construction sites of Suoi Lau bridge (Km6+850) and bridge No. 1 (Km7+100), and is expected to start construction on May 11. For drainage items, the contractor is gathering materials and building service roads to construct 5 culvert locations on the route. For the nearly 15km long section 3, the construction unit is constructing Ko Roa bridge, processing iron frames, casting girders, bridge decks and drilling bored piles; on May 11, two construction fronts of T1 and T2 pillars will be deployed simultaneously. As for the 30km long section 2, passing through a natural forest area with difficult terrain, the investor is completing procedures to convert the purpose of forest use for implementation.

Mr. Pham Van Hoa - Deputy Director of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works said that Section 1 is mainly upgraded on the old roadbed, so when the site is available, construction will be carried out simultaneously, striving to complete in the second quarter of 2026. Ko Roa Bridge alone will be completed before October 2025. Suoi Lau Bridge, Bridge No. 1 and Bridge No. 13 will be carried out in May and completed by the end of this year. Section 3 is expected to be completed in the third quarter of 2027 if the site is handed over in the third quarter of 2025.

By June 19, site clearance will be completed.

At the inspection, the investor representative said that the site clearance work has made much progress since the on-site inspection by Deputy Secretary of the Provincial Party Committee Nguyen Khac Toan on April 18. The People's Committees of Khanh Son and Khanh Vinh districts have issued plans, announced land recovery, posted appraisal results and approved land prices. The relevant parties agreed on a plan to complete site clearance and land allocation before June 19; complete procedures for converting forest use purposes, auctioning off forest products and handing over the site before July 6; and complete technical infrastructure relocation before June 17.

For section 1, a total of 638 plots of land were affected (of which Song Cau commune had 98 plots and Khanh Phu commune had 540 plots). Khanh Vinh District Land Fund Development Center has completed the survey of 25.18 hectares of land, of which 10.89 hectares of public land have been handed over. The survey work has reached 583/638 plots (91.37%). Section 3 has 805 plots affected, located in communes of Khanh Son district, including: Son Hiep (64 plots), Son Binh (210 plots), Son Lam (266 plots) and Thanh Son (265 plots). Khanh Son district has completed the survey of 30.85 hectares, of which 14.53 hectares are state-managed land. The number of plots surveyed has reached 743/805 (92.29%).

According to the report of the Management Board of the Provincial Agricultural and Transport Construction Investment Project, the inventory and statistics of assets on land have been basically completed, with only 117 plots remaining to be inventoried as ownerless. In the coming time, the two localities will simultaneously establish and appraise compensation, support and resettlement plans, organize public posting and collect public opinions. It is expected that before June 16, a decision will be issued to approve the plan and reclaim the land, and compensation will be paid to households by June 19.

As for section 2, the specialized agency has completed the forest survey. It is expected that on May 8, the Management Board of the Provincial Agricultural and Transport Construction Investment Project will submit the dossier on forest conversion to the Department of Agriculture and Environment. If the progress is on schedule, by July 6, the auction of forest products will be completed and the site will be handed over to the construction unit.

After listening to the report, Standing Deputy Secretary of the Provincial Party Committee Nguyen Khac Toan requested the People's Committees of Khanh Son and Khanh Vinh districts to direct land fund development centers and specialized agencies to urgently complete the site clearance work by June 19, according to the agreed plan. At the same time, he requested relevant departments and branches to coordinate with the Provincial Management Board of Investment Projects for Construction of Agricultural and Transport Works to promptly appraise the plan and budget for relocating affected technical infrastructure, creating conditions to speed up the construction progress, ensuring the completion of the project on schedule.

On the morning of May 7, during a working trip to inspect the progress of the Traffic Road Project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province, Mr. Nguyen Khac Toan - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Secretary of the Provincial Party Committee of Party Agencies, and the working delegation conducted a field survey and assessed the inter-regional connectivity of the project.

Through the survey, Standing Deputy Secretary of the Provincial Party Committee Nguyen Khac Toan requested relevant units to urgently complete procedures and prepare documents to implement the Song Can Reservoir Project (Cam Ranh City) to provide water for industrial and agricultural development in Cam Ranh area. At the same time, study the plan to supply water from large reservoirs in the neighboring area to serve the socio -economic development of Khanh Hoa province after the merger.

The Khanh Son - Khanh Vinh Inter-regional Road Project is a grade III mountainous road with a design speed of 60km/h (the section through difficult terrain has a design speed of 40km/h). The project is divided into 3 sections, including upgrading and expanding the old road for section 1 (12km long) and section 3 (nearly 15km long); constructing a new section 2 (30km long) through natural forests, special-use forests, with high and rugged mountainous terrain.
