Suoi Quyen, with 98% of the population being Dao people, is one of the particularly disadvantaged communes in Van Chan district. In early 2022, when implementing poverty reduction according to the new poverty standard, the rate of poor households in the commune accounted for over 50%. In order to create jobs, reduce poverty and increase income for people, the commune has developed a production plan in the direction of multi-cropping, suitable to local advantages and people's farming level, linking local food solutions with forestry and livestock development. Up to now, the locality has formed a cinnamon growing area of ​​over 650 hectares, 140 hectares of rice, 60 hectares of corn along with over 1,600 main livestock, over 2,000 poultry...

Every year, based on the actual situation, Suoi Quyen determines the causes of poverty, the actual lack of basic social services of poor households, the needs of each poor household to develop specific, suitable, feasible plans to support poor households to escape poverty; fully and correctly implement policies and regimes for poor households such as:education , vocational training, job creation, and livelihood development support.

Mr. Dang Kim Ly - Chairman of the Commune People's Committee shared: "In 2024 alone, from the support source of the national target program, the commune provided water tanks to 50 households, 99 breeding cows to 68 households, supported 4 poor households to build houses, and created jobs for 65 people... The commune also assigned tasks to the members of the Party Executive Committee of the commune to be in charge of each village; Party members directly in charge of 1-2 households in combination with associations and organizations to help poor households with trees and seedlings. At the same time, the commune strengthens propaganda and mobilization so that people have the right awareness, do not expect or rely on the support of the State, and have the consciousness to voluntarily rise up and escape poverty". By the end of 2024, the multidimensional poverty rate in Suoi Quyen commune will decrease to 22.85%, the average income will increase to 30 million VND/person/year.

Poor districts and especially disadvantaged communes are considered "core areas" of poverty with poverty rates often much higher than the general poverty rate of the province and the whole country. Therefore, for many years, Yen Bai province has focused resources from the central government, local authorities and other resources to find solutions to both increase income and improve access to basic social services for the poor, making efforts to reduce poverty quickly but sustainably, limit re-poverty and the emergence of new poor households.

From 2021 to present, taking advantage of resources from national target programs, Yen Bai province has built and implemented 307 projects and production development models, including 5 projects developing production linked to value chain production and 302 projects developing community production with over 6,000 poor and near-poor households benefiting, mainly concentrated in the "core" poor areas.

In addition, the province has supported the renovation and repair of over 4,000 houses for poor and near-poor households; supported the purchase of agricultural tools and job conversion for 1,658 households; supported over 39,000 poor and near-poor households to borrow capital from the social policy bank system with VND 2,787 billion; supported distributed water for 6,933 households; purchased and provided micronutrient supplements for children... Yen Bai has also invested VND 2,520.69 billion in education support policies; spent VND 1,383.5 billion to pay and support health insurance payments.

In order to effectively reduce poverty, the province has also assigned provincial agencies, units and enterprises to be responsible for propaganda, mobilization, support and assistance to poor households in 59 particularly disadvantaged communes in the province. With a variety of support activities and close attention and direction, timely grasp of thoughts and aspirations, and resolution of difficulties and problems from provincial agencies and units, about 1,000 poor households have escaped poverty each year.

Obviously, with the support mechanism of the 2021 - 2025 period, the "reduction of free gifts, increase of conditional support" along with the policy system covering from livelihood support, job creation to basic social services: housing, employment, health care, education, clean water... has created a strong motivation for poor households in the "core" poor areas to rise up.

By the end of 2024, the rate of poor ethnic minority households in Yen Bai province compared to the total number of ethnic minority households will decrease from 30.36% at the end of 2021 to 10.04%, an average decrease of 6.73%/year; the rate of poor households in Tram Tau poor district will decrease by an average of 6.89%/year and in Mu Cang Chai poor district by an average of 9.45%/year; 28/59 communes will escape from extremely difficult communes; the average income per capita of ethnic minorities will increase by more than 2 times, reaching 33.25 million VND/year.
