
Accordingly, the transparency index has the most obvious improvement, from 10/18 points to 18/18 points; the progress of handling records, Tay Ninh reached 18.9/20 points, higher than the national average of 6.8 points. The Provincial People's Committee has promptly directed meetings to resolve difficulties in the fields of land, tax and coordination between departments and branches. However, in some communes and wards, the handling of records is still slow due to uneven staff capacity, subjective mentality, and lack of flexibility in coordination.
Regarding online public services, the province scored 8.1/12 points, 3.8 points higher than the national average. Some technical problems in the operation of the National Public Service Portal, along with people not being familiar with submitting documents online, are still the reasons affecting the score.
In terms of online payment index, Tay Ninh scored 8.6/10 points, 1.7 points higher than the national average. However, the fear of risks when transacting online and errors in the intermediary banking system have caused the online payment rate to be low. The people's satisfaction index reached 12/18 points, 2.3 points higher than the national average. Although the results have improved, there are still people who are not satisfied due to late application deadlines or difficulties in the initial stages of online application submission.
The digitization index of records reached 11.4/22 points, 1.9 points higher than the national average, but still lower than expected. Some units still have limitations in converting electronic data and have not fully implemented the digitization process when returning administrative procedure settlement results.

To improve results and raise rankings, the People's Committee of Tay Ninh province requested the Provincial People's Committee Office to promptly advise on the issuance of a Plan to improve the Index for serving people and businesses, and coordinate with the Department of Science and Technology and the Department of Administrative Procedure Control to ensure that the province's administrative procedure information system is connected and synchronized with accurate data.
Departments, branches and People's Committees at the commune level are required to strengthen their sense of responsibility, promote digitalization of records, standardize administrative procedures and improve service attitude, and absolutely not refuse valid records of people.
Tay Ninh aims to have 100% of administrative procedures independent of administrative boundaries by the end of 2025, promoting digital transformation and improving the satisfaction of people and businesses - towards a friendly, transparent and effective e-government.
