Improve competitiveness at department, industry and local levels

The Provincial People's Committee has just coordinated with the Vietnam Federation of Commerce and Industry (VCCI) - Ho Chi Minh City branch and Dong Nai Business Federation to organize a Conference to announce the competitiveness index of departments, branches, and localities (DCCI) of Dong Nai province in 2024.

This is the second year that Dong Nai has implemented the assessment of the capacity and quality of management of departments, branches, sectors and localities through the DDCI index.

Many localities rise up

According to VCCI - Ho Chi Minh City branch, the 2024 Dong Nai DDCI report was conducted to assess the capacity of the provincial government departments, branches, sectors and localities in terms of economic management. The results from the DDCI survey will help provincial leaders and leaders of units identify "bottlenecks" in direction and management.

Through the survey with a total of 1,479 responses, the business community's response and trust in the province's DDCI survey program is high. The subjects evaluated include many departments, branches, and 11 People's Committees of districts and cities of the province. Of which, the DDCI component index set for the local block has 9 indexes; the DDCI component index set for the department, branch, and 11 indexes.

Nguyen Van Duc, Deputy Head of the Legal Department of VCCI , Ho Chi Minh City branch, shared that this year's DDCI index closely follows the assessment contents of Dong Nai's provincial competitiveness index and many new points compared to the 2023 index, including the implementation of the assessment of the green index...

At the local level, the average score is 62.7 points and the median score is also 62.7 points. The 2024 DDCI ranking records Xuan Loc district as the leading unit with 87.02 points. The next positions in the top 3 leading units include: Thong Nhat district (77.98 points, ranked 2nd) and Vinh Cuu district (64.41 points, ranked 3rd). The group of units with high scores are units with DDCI scores in the top 4 and higher than the median score, including: Tan Phu district (63.99 points, ranked 4th), Dinh Quan district (63.73 points, ranked 5th) and Long Khanh city (62.7 points, ranked 6th).

The year 2024 witnessed remarkable growth in scores and rankings of many localities such as Xuan Loc district (up 8 ranks), Thong Nhat district (up 9 ranks). In addition, the group of localities that improved their positions to enter the high and average score groups include: Dinh Quan district (up 5 ranks), Tan Phu district (up 4 ranks) and Vinh Cuu district (up 1 rank).

According to the 2024 DDCI Report, the average score of the provincial departments and agencies is 76.35 points; the median score is 79.01 points. This is a fairly high score, reflecting the positive assessment of the business community for the provincial departments and agencies.

Regarding the ranking of departments, agencies and branches in the province, the Department of Industry and Trade is the leading unit with 95.73 points; Dong Nai Industrial Park Management Board is ranked 2nd with 87.93 points; ranked 3rd is the Department of Information and Communications (old) with 86.2 points. The departments: Agriculture and Rural Development (old) and Planning and Investment (old) are ranked 4th and 5th respectively.

For the ranking of vertical agencies, the top position is the Dong Nai Customs Department (old).
with 89.27 points; ranked 2nd is Dong Nai Tax Department (old) with 69.4 points; ranked 3rd is Provincial Police with 68.09 points.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee VO TAN DUC requested departments, branches, People's Committees of districts and cities in the province to continue focusing on implementing solutions to improve the investment and business environment, enhance provincial competitiveness index (PCI); proactively review and prepare contents related to the consolidation of the organizational apparatus according to the instructions of the Central Government and the Ministry of Home Affairs...

Orientation to build a new set of appropriate criteria after restructuring the apparatus

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc, through the results of the public and transparent assessment that have been responded to by the business community, along with the coordination to create favorable conditions for inspection and assessment work from localities, departments and branches, the Provincial People's Committee hopes that the results of this survey will be a valuable source of information to help the province and the business community together monitor and improve the investment and business environment of Dong Nai province.

Director of VCCI Ho Chi Minh City branch Tran Ngoc Liem said that 2024 is the second year Dong Nai has surveyed and evaluated DDCI. The survey and evaluation achieved many positive results, receiving much attention from provincial leaders and the business community; thereby, contributing to helping Dong Nai have more information sources to continue promoting administrative procedure reform, improving the investment and business environment and enhancing the efficiency and effectiveness of state management agencies in the province.

Chairman of the Provincial People's Committee Vo Tan Duc added that, in order to ensure compliance with the requirements of restructuring the apparatus, stabilizing the set of criteria, assessment methods and avoiding waste of resources, the Provincial People's Committee requested to temporarily suspend the organization and implementation of the assessment of the Department, Sector and Local Competitiveness Index (DDCI) in the province from 2025 until the completion of the restructuring and reorganization of the apparatus according to the direction of the Central Government. At the same time, the Department of Finance was assigned to preside over and coordinate with relevant units to review and evaluate the implementation of the DDCI index set in previous years; advise and propose orientations for building a new set of DDCI criteria in accordance with the new administrative apparatus model of the province after restructuring...
