Focus on implementing 4 key tasks and solutions
The Plan to improve and enhance the City's PII Innovation Index was issued to contribute to the successful implementation of the goals of science , technology and innovation development according to Program No. 07-CTr/TU of the City Party Committee (term XVII) on "Promoting science , technology and innovation development in Hanoi for the period 2021 - 2025" and Plan No. 345/KH-UBND dated December 29, 2022 of the City People's Committee on implementing the Strategy for science , technology and innovation development to 2030 in Hanoi.
To do this well, the Hanoi People's Committee will focus on implementing 4 key tasks and solutions; in which, continuing to promote the implementation of Program No. 07-CTr/TU of the Hanoi Party Committee, including solutions to promote innovation in the city.
Thoroughly disseminate the content and responsibility for implementing solutions to improve and enhance the city's PII Index in 2024 and the following years to authorities at all levels, departments, branches, districts, towns, scientific and technological organizations, universities, colleges, and enterprises in the city, ensuring specificity, closeness to functions, tasks, and actual conditions.
Along with that, Hanoi City focuses on implementing propaganda and dissemination activities about the meaning and nature of the PII Index to the political system at all levels, sectors and people; in particular, focusing on monitoring, advising, proposing and implementing solutions to improve and enhance the index of 7 pillars and 52 component indexes of the PII Index of Hanoi City.
Proactively propose tasks and solutions
The Hanoi People's Committee assigned the Department of Science and Technology (DOST) to be the focal point for synthesizing and guiding city units to collect sufficient data and supporting documents to serve the annual calculation of the city's PII Index, ensuring compliance with the requirements of the Ministry of Science and Technology.
The City People's Committee requests the Vietnam Fatherland Front Committee of Hanoi City and socio-political and professional organizations; departments, branches, and localities to proactively propose tasks and solutions to enhance and improve the value of component indicators, contributing to improving the PII Index and Hanoi's ranking position.
In addition, the City People's Committee also requested universities, research institutes, and enterprises in the city to coordinate with the Hanoi Department of Science and Technology in promoting and implementing innovation activities in the city; proactively propose tasks and solutions to contribute to improving the PII Index and Hanoi's ranking position.
Previously, on March 12, the Ministry of Science and Technology held a press conference to announce the results of the 2023 Provincial Innovation Index (abbreviated as PII). The PII index provides a realistic, comprehensive picture of the current status of the economic and social development model based on science, technology, and innovation of each locality.
As a result, Hanoi is the locality with the highest score, reaching 62.86 points, ranked 1st; after Hanoi is Ho Chi Minh City (ranked 2nd), Hai Phong (ranked 3rd), Da Nang (ranked 4th), Can Tho (ranked 5th), Bac Ninh (ranked 6th), Ba Ria - Vung Tau (ranked 7th), Binh Duong (ranked 8th), Quang Ninh (ranked 9th) and Thai Nguyen (ranked 10th).
Hanoi leads the innovation index, ranking first in the country in both innovation output and input rankings thanks to leading 14 out of 52 component indices.
These include indicators on research and development, innovation such as human resources, spending on research and development, number of science and technology organizations, rate of enterprises with research and development activities, rate of enterprises with innovation activities and outputs on intellectual property such as inventions, utility solutions, plant varieties, industrial designs or socio-economic impacts such as human development index.
