To serve the construction process, the Hanoi Traffic Construction Investment Project Management Board (PMU) - the project investor has lowered the flood control elevation of many sections of the Red River dike; at the same time, replaced the earth dike structure with a reinforced concrete dike to meet flood control requirements.
Although Hanoi has set a deadline to complete the reinforced concrete dike and the border gate through the dike before June 15, at present, many sections are still unclear and construction materials are still scattered. The lowering of the flood control elevation has reduced the flood control function of the Hong Huu Dike, which is a dike that directly protects millions of people and important infrastructure of the Central Government and Hanoi.
Therefore, the Hanoi People's Committee requested the Project Management Board to urgently fill in and restore the entire area of the dug-up Red Right Dike, and take measures to ensure flood safety for the dike section from Quang Ba flower market to alley 464 Au Co. The city also requested the Project Management Board to urgently clarify the responsibilities of relevant organizations and individuals in the delay in the construction progress of the Red Right Dike.
Speaking with Thanh Nien on the afternoon of July 8, a leader of Tay Ho District People's Committee said that the task of filling and restoring the entire area of the Huu Hong dike that had been dug up from Quang Ba flower market to alley 464 Au Co belongs to the Project Management Board.
"Currently, the district is actively coordinating with the Project Management Board to develop a natural disaster prevention and control plan for 2023, including identifying the above-mentioned Hong Huu dike section as a key city-level dike to develop a dike protection plan and protect the key point," the leader of Tay Ho District added.
The right embankment of Hong opposite Tu Lien Pagoda (Tay Ho District) was dug up but has not been rebuilt.

To ensure flood safety, the Hanoi People's Committee has requested the investor to urgently fill and restore the entire area that has been dug up and cut along the right dike of Hong Kong.
The city is also asking the Project Management Board to urgently clarify the responsibilities of organizations and individuals involved in the delay in construction progress of the Hong Huu dike.
