During the holidays, many cadres and union members still put aside their own joys and were present at the Independence Day gift-giving points to promptly bring the attention of the Party and State to each family and each citizen. The atmosphere was both solemn and warm, as if connecting the revolutionary spirit of the past with the desire for innovation today.
On September 1, the People's Committee of Dan Dien commune organized the distribution of Independence Day gifts to all residents. With 40,595 people, a total budget of more than 4 billion VND was allocated, each citizen received 100,000 VND from the Government's support. The gift distribution was organized flexibly: 500 households received through VNeID accounts, the remaining households received directly at 20 distribution points in villages and residential groups. This model is both public, transparent, convenient, ensuring timeliness and correctness.
The activity was urgently implemented under the direction of the Prime Minister in Official Dispatch No. 149/CD-TTg and Decision No. 2729/QD-UBND of the People's Committee of Hue City. The list of beneficiaries was carefully reviewed to avoid errors; the form of receiving money was flexible, via bank transfer or cash, creating maximum convenience for the people. "This is not only a material gift, but also a spiritual encouragement, so that the Independence Day in Dan Dien commune can truly become a complete festival", Mr. Le Ngoc Duc, Secretary of the Party Committee of Dan Dien commune shared.

Not only Dan Dien, that spirit also spread to Huong An ward and all communes and wards in the city. On September 1 and the morning of September 2, when all the people were happily going out to celebrate the holiday, the entire political system of the ward was mobilized to quickly pay National Day gifts to the people at 5 distribution points. More than 100 youth union members supported from filling out information, arranging seats to guiding the process of receiving money. The activity both ensured order and safety, saved time, and created an atmosphere of connection between the government, organizations and the people.
Mr. Nguyen Dinh Tuan, Chairman of Huong An Ward People's Committee said: "As soon as we received the document, the ward held a meeting to plan the implementation. From early morning on September 1, we started paying gifts to the people, hoping that the State's gifts would arrive on time for the holiday so that the people could clearly feel the care of the Party and State, always accompanying and sharing with the people."
Ms. Tran Thi Phuong, 70 years old, a resident of Huong An ward, was moved when she received the support money: “I am very happy, not because of the amount of money, but because I feel the care. Independence Day is not only a holiday, but also an opportunity to see the government close to and caring for the people, taking care of each household and each person. Seeing the union members and officials working all day off, giving thoughtful instructions, everyone is happy and warm-hearted.”

In all communes and wards across the city, the atmosphere of Independence Day is still evident on every street. Headquarters are decorated with flags and streamers; the streets are bright with red and yellow stars; many shops and businesses also proactively hang the national flag, creating a bustling atmosphere, recalling the spirit of the historic autumn days. Such careful preparation not only beautifies the urban appearance, but also contributes to connecting the community, arousing pride and patriotism in each citizen.
Affirming new momentum
Since the two-level local government model officially came into operation, many grassroots officials have shared the same opinion: There is more work, more responsibility, but it is closer to the people, more practical. “The new spirit and new aspirations are the driving force for us to overcome difficulties and serve the people better,” emphasized Nguyen Ngoc Anh, Secretary of the Party Committee of Loc An Commune.
Hue is considered a pioneer in implementing the two-tier government model. After two months of operation, the city has maintained its position at the top of the country in terms of completed tasks. Wards and communes have been proactive and flexible in receiving and resolving administrative procedures, handling work within their authority, and shortening the time it takes to serve people and businesses. Many localities have boldly proposed specific mechanisms and policies to remove bottlenecks in infrastructure, site clearance, and administrative reform.
Mr. Nguyen Van Manh, Director of the Department of Home Affairs, assessed that with the drastic participation of the entire political system, the consensus of the people and the high political determination of the city's leaders, a new momentum has been created, promoting innovation and strong transformation. The 2-level government model not only improves management efficiency but also better meets the legitimate needs and aspirations of the people. More importantly, it forces leaders at all levels to renew their thinking, thoroughly grasp the principle of "clear people, clear work, clear responsibilities", and give more power to the grassroots, while placing higher requirements on proactiveness, flexibility, and service spirit among the staff.

At the meeting of generations of National Assembly deputies through the periods held in Hanoi on August 27, General Secretary To Lam affirmed that the reorganization of the apparatus according to Resolution 18 of the Central Committee is not just a simple administrative reform but a strategic breakthrough, creating a foundation for a new era of development. After 2 months of operation, the 3-level apparatus - especially the commune level - has operated synchronously and smoothly, serving the people faster and more conveniently; the connection between the Central, the province and the commune is gradually being perfected, forming a scientific and effective administrative entity.
General Secretary To Lam assessed that the streamlining of the apparatus has saved the State budget, assets, and time; more importantly, it has created new space, opportunities, positions, and strengths for development. The new organization clearly defines people and tasks, assigns tasks, decentralizes, and decentralizes transparently, helping to manage society intelligently, reform administration extensively, closely follow reality, and improve service quality. Many big and difficult issues were discussed democratically, with high consensus, demonstrating the spirit of "saying goes hand in hand with doing", and were agreed upon and supported by cadres, party members, and the people.
The first Independence Day with the new government model is therefore not only an occasion to give gifts, but also a testament to a spirit of innovation that is spreading, creating a firm belief in a new development path, for the highest goal: People are better served, life is increasingly prosperous and happy.
