According to local people, in the planned area for the construction of Bac Son 2 industrial cluster in Hong Vi village, there is Mo Du stream. During the dry season from November to March every year, this stream has no water. When it rains heavily, the stream drains surface water into Cat To cave at the mouth of Po Dai rock mountain, Hong Vi village.
Mr. Hoang Doan Tien, Head of Hong Vi village, said: When the investor started to build a centralized wastewater treatment tank across Mo Du stream, the people informed the investor that the location of the wastewater treatment tank should be adjusted to another location so as not to affect the drainage flow of the stream during the rainy season.
Mr. Vu Quang Hien, Chairman of Vu Le Commune People's Committee, said: When the project was implemented and the centralized wastewater treatment tank was built, the Commune People's Committee received feedback from the people concerned that the construction location would obstruct the flow of surface water during the rainy season, causing local flooding. The Commune accepted and requested the project owner to move the centralized wastewater treatment facility to another location to ensure the safety of the facility and not obstruct the surface water drainage of the stream.
However, the petition of the people and the People's Committee of Vu Le commune has not been studied and reviewed by the investor and the project has continued to be built. As a result, the heavy rain that lasted for a long time at the end of June 2025 caused the Bac Son 2 Industrial Park and the location of the centralized wastewater treatment tank to be flooded locally, and traffic was cut off for nearly a day on National Highway 1B at Km 92+500.
Not only that, because the location of the wastewater treatment tank construction blocked the flow, the wastewater tank construction was severely damaged due to having to withstand high flow pressure. According to the reporter's observation at the scene, the construction location of the wastewater treatment tank construction was about 50m from the mouth of Cat To cave, Po Dai rock mountain; part of the foundation of the construction was eroded by water, hollowing out the base of the construction.
Going upstream of the stream, during the construction process, the construction unit built a service road to fill in a stream branch (without installing a drainage culvert), so when it rained, it hindered the surface water drainage process; the location where the stream was filled was destroyed by water and washed away the soil and rocks of the temporary service road.
Mr. Trieu Duc Minh, Deputy Director of the Department of Agriculture and Environment, said: When there was information about the construction site of the centralized wastewater treatment tank at Bac Son 2 industrial park obstructing the flow, leading to local flooding, the department established an interdisciplinary inspection team to inspect the scene and recommended that the investor demolish the centralized wastewater treatment tank system under construction to return the flow to the stream.
The investor representative - Mr. Nguyen Ngoc Son, Project Director of TDG GLOBAL Investment Joint Stock Company said: After receiving the proposal from the Department of Agriculture and Environment, the investor worked with the construction contractor to agree on a plan to handle the centralized wastewater treatment tank project at the project. Accordingly, it is expected that by mid-August 2025, the contractor will demolish the project to restore the flow and find another location for construction. At the same time, the investor will adjust the detailed planning for the construction of technical infrastructure items to ensure that the project is implemented in accordance with the legal regulations on construction investment.
The Bac Son 2 industrial cluster project covers an area of over 24 hectares, the centralized wastewater treatment facility is designed and built with a capacity of 600m3/day and night to collect and treat wastewater in accordance with QCVN 40:2011/BTNMT. The project has a total investment of over 285 billion VND, up to now the project has completed site clearance and the investor is constructing and installing items, including the centralized wastewater treatment facility.
Currently, it is the peak of the rainy season, so it is reasonable for the investor to quickly demolish the unfinished centralized wastewater treatment project to restore the flow to the stream. Not only that, this is also the only solution to prevent localized flooding when the project is put into operation.
