Director of land registration office in Kon Tum arrested for issuing fake red books

On April 10, the Kon Tum Provincial Police Department announced that it had just prosecuted, temporarily detained, and searched the residence and workplace of the Director of the Dak Ha District Land Registration Office and two other suspects to investigate the act of "irresponsibility causing serious consequences".

The defendants include Mr. Doan The Tien (45 years old), Director and Mr. Pham Van Dung (37 years old), officer of the Dak Ha District Branch Office of Land Registration; Mr. Hoang Van Dat (36 years old), Vice Chairman of the People's Committee of Ngok Wang Commune, Dak Ha District.

The three defendants were identified as being involved in the case of Mr. Nguyen Huu Vuong (37 years old, residing in Group 1, Ngo May Ward, Kon Tum City, Kon Tum Province) of "fraudulent appropriation of property", "abuse of trust to appropriate property", "giving and receiving bribes" that occurred in Dak Ha District.

The police agency determined that from 2021 to 2022, Nguyen Huu Vuong worked in buying and selling land, so he had information about land plots in Kon Gu II village, Ngok Wang commune, Dak Ha district.

From there, Vuong learned that there was a 5-hectare plot of land owned by someone else. In June 2022, because he needed money to pay off his debt, Vuong contacted Bui Thu Ba, who was a cadastral officer of Ngok Wang commune, to help with the procedures for granting a land use right certificate for the above plot of land.

However, in reality, the land plot is owned by 3 other households that have been managing and using it continuously since before 2011. However, Ba told Vuong that the procedure for granting a land use right certificate for the above land plot was very complicated and asked Vuong to pay 30 million VND/ha. Then, Vuong gave Ba 90 million VND so that Ba could guide him in completing the procedures and documents according to regulations to be granted a land use right certificate.

By December 2022, Vuong was granted a land use right certificate for the above land plot. Vuong used this land use right certificate as collateral to borrow more than 1.5 billion VND from the bank.

During the investigation process, the Kon Tum Provincial Police Department prosecuted and temporarily detained 3 more suspects.

The case is currently being investigated and clarified by Kon Tum Provincial Police.
