than 369,000 Quang Ninh students , including 14% of the students will be from ethnic minority groups entering the 2025-2026 school year. Given the unique characteristics of this mountainous, border, and island province, preparations for the new school year in these disadvantaged areas are always given special attention by the Party committee, government, and education sector, ensuring that all students have the opportunity to attend school in the best possible conditions.
During the 2021-2025 period, Quang Ninh province allocated over 3,291 billion VND to education, training, and vocational education, 2.3 times more than the previous period. Specifically, construction and upgrading projects for schools and classrooms accounted for over 2,626 billion VND, including 17 projects under Resolution No. 99/NQ-HĐND of the Provincial People's Council focusing on ethnic minority and mountainous areas. As a result, by the end of 2024, all ethnic minority boarding and semi-boarding schools will have been built with solid structures.
Furthermore, the education sector also focuses on investing in minimum teaching equipment, promoting the application of information technology, implementing digital transformation, and building a modern and safe educational environment for students.
Many specific programs and projects have been and are proving effective. Notably, the project "Strengthening Vietnamese language skills for preschool and primary school children in ethnic minority areas" has significantly improved language skills, creating a foundation for knowledge acquisition for tens of thousands of young children. The percentage of students completing the primary school program has reached 100%, and the number of students who have not met the required skills has decreased sharply.
In addition, boarding and semi-boarding schools for ethnic minorities benefit from various support policies regarding tuition fees, accommodation, and living expenses. Furthermore, the province has also issued specific resolutions, such as support for students from communes that have recently emerged from disadvantaged areas, or social assistance policies for students with special circumstances.
The teaching staff and employees from ethnic minority groups currently number 2,685, accounting for over 11% of the total education sector's workforce. To prepare well for the new school year, the province and the Department of Education and Training have organized numerous professional development courses, enhanced English and Chinese language skills for teachers, and implemented models for psychological counseling, sex education, and gender equality in schools in mountainous and border areas.
In Ba Chẽ commune, preparations for the 2025-2026 school year have been underway. Following the merger of Ba Chẽ town, Thanh Sơn, Nam Sơn, and Đồn Đạc communes (formerly in Ba Chẽ district), and a part of Hải Lạng commune (formerly in Tiên Yên district) into Ba Chẽ commune, the local authorities have quickly adapted to the new model, implementing key tasks to prepare for the 2025-2026 school year. The commune People's Committee has issued directives to strengthen conditions for the opening of the school year; review and develop plans for rearranging the school network; and conduct surveys on universal education and literacy eradication in the area.
Regarding infrastructure, since the end of 2024, Ba Chẽ district has directed the review and repair of school buildings, addressing damage caused by typhoon No. 3, and completing the work by May 2025. The projects are guaranteed to meet the standards set out in Circular No. 13/2020/TT-BGDĐT of the Ministry of Education and Training. The procurement of minimum teaching equipment has also been prioritized, with a total budget of over 1 billion VND. Schools are guided to make maximum use of existing equipment and encouraged to create teaching aids from recycled, environmentally friendly materials.
Simultaneously, preparations for textbooks for students have been completed. The People's Committee of the commune directed a review and provided full support with books, notebooks, and learning materials for students from disadvantaged backgrounds, ensuring that no child lacks the necessary resources to attend school. Solutions to prevent school violence, social evils, drug abuse, injuries, drowning, etc., are being implemented comprehensively. The atmosphere of preparation for the opening ceremony is bustling at the schools. Villages and hamlets are actively encouraging preschool children and students to attend classes, ensuring that student numbers are maintained from the beginning of the year.
With the support of the government, many social projects have brought joy to students in disadvantaged areas as they begin the new school year. At Dai Duc 2 Primary and Secondary School (Dong Ngu commune) and Dong Tam Secondary School (Luc Hon commune), many new "Computer Classrooms for Students" have been inaugurated, each equipped with computers, desks, chairs, and supporting equipment worth 100 million VND.
With the attention of the entire political system and the consensus of the whole society, Quang Ninh is determined to ensure that all students, especially ethnic minority students and those from disadvantaged areas, can welcome the new school year in the best possible conditions.
