The above project has a total investment of over 357 billion VND and an area of 48 hectares and includes items such as: leveling the ground to invest in building technical infrastructure, social infrastructure for resettlement and residential areas for more than 800 households; internal traffic infrastructure for the resettlement area; water supply and drainage system, electricity supply; schools, medical stations, commercial centers...
The project is invested by the joint venture of Thanh Son Construction Joint Stock Company - Ha Son Company Limited and started construction in 2020. However, due to many difficulties, the project has been delayed from 2022 to present. Specifically, by the end of 2022, the project's implementation volume only reached over 32% of the value. Since then, the project has not generated any additional construction volume.
According to Mr. Hoang Van Hien, Director of the Loc Binh Area Land Fund Development Branch, since the end of 2022, the People's Committee of Loc Binh district (old) has carried out project site clearance with an area of over 90%, the ground for construction of items is very favorable. However, since then, the investor and contractor have not arranged human resources and machinery to implement the items. Currently, according to the approval decisions, there is still 1 case affecting the unit that cannot complete site clearance because it has not received payment from the investor (720 million VND). In addition, the project has about 3 hectares that have not been approved for site clearance because the investor has not arranged funding.
In order to resume the project, on March 28, 2025, the Working Group for Inspection, Directing the Resolution, Removing Difficulties, Obstacles, and Handling of Projects in the Province of the Provincial People's Committee, headed by Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, inspected the actual project. At the meeting, the Vice Chairman of the Provincial People's Committee requested the investor to urgently work with relevant units to arrange machinery and human resources to construct items on the handed-over site. On that basis, the investor's representative committed to focusing on human resources and machinery to continue the project construction as well as arranging funds to pay for the project's site clearance work in April 2025.
In addition, at the above working session, the leaders of the Provincial People's Committee requested the investor to arrange over 6 billion VND in April 2025 so that the specialized agency can continue to carry out the site clearance steps according to regulations.
However, according to our actual survey at the project construction site on July 15, the project construction area still lacks machinery, equipment and human resources to continue implementing the project. Many items such as roads, water supply and drainage systems, etc. still have no new construction volume. In addition, a large amount of soil and rocks are still lying around at the construction site. Through our observations, some items such as water supply and drainage systems and roads have been overgrown with weeds and bushes due to lack of construction for too long.
According to the Director of the Land Fund Development Branch of Loc Binh area, as of July 15, the investor has not yet allocated more than 6 billion VND for the unit to carry out the land acquisition steps for the remaining area of about 3 hectares of the project. At the same time, for 1 household whose compensation and support plan has been approved, the investor has not yet transferred the funds as committed. Therefore, the project's land acquisition work has not yet been implemented.
To clarify the delay in the re-construction of the Resettlement and Residential Area Infrastructure Project of Huu Khanh Commune, we spoke with the investor's representative on July 15. Mr. Pham Van Duong, Director of Thanh Son Construction Joint Stock Company, representative of the investor, said: Recently, due to prolonged heavy rain, the construction plan of the unit has been affected. In addition, currently, within the scope of the project construction site, there are still about 400,000m3 of soil and rock that have not been arranged for dumping. This greatly affects the implementation of the construction plans developed by the unit.
According to the investor representative, at the end of July 2025, the unit will concentrate machinery and equipment to continue construction of the project. Regarding the cost of compensation and support for 1 approved case as well as the remaining area of 3 hectares, the investor has currently prepared the capital and will arrange it in July 2025.
Thus, according to the investor representative, the unit has a plan to restart the above project. However, up to this point, the implementation of the above plans according to the time frame that the unit committed to the leaders of the Provincial People's Committee has exceeded 3 months. This has caused the Huu Khanh Commune Resettlement and Residential Area Infrastructure Project - a key project of the province to continue to be delayed for a long time, affecting the project's objectives.
Given the above reality, it is necessary for competent authorities to continue to closely monitor the project implementation. At the same time, clarify the responsibilities of relevant units in performing the tasks assigned by the Provincial People's Committee to resolve and handle difficulties and obstacles in the implementation of the above project. From there, promptly remove them and bring the project back to construction soon.
