Putting antiquities on display carries a high risk of being damaged or lost. Many cases of antiquities being stolen from relics and even from museums have recently occurred, most recently the case of the Nguyen Dynasty king's throne being damaged, which has caused public outrage.
Storing artifacts is not only ineffective but also not necessarily absolutely safe. While displaying artifacts, there is always the fear of theft or physical damage. Therefore, storing them is not a good idea and displaying them is not a good idea either. Many ideas for protecting and preserving artifacts have been proposed recently, but have not been able to resolve this contradiction.
After the recent incident of the Nguyen Dynasty throne being violated in Hue, in order to strengthen the responsibility in protecting and promoting the value of cultural heritage, especially national treasures and valuable antiquities, the Government Office issued Document No. 4623/VPCP-KGVX conveying the direction of Deputy Prime Minister Mai Van Chinh. It requires ministries, branches and localities to urgently review and evaluate the display, preservation and protection of national treasures nationwide; promptly strengthen measures to ensure absolute safety of recognized national treasures and valuable artifacts and antiquities at relics and scenic spots in accordance with the provisions of law.
As a province with many valuable ancient artifacts, including national treasures, implementing the direction of the Deputy Prime Minister, the authorities of Thanh Hoa province need to develop a special protection plan for valuable relics and national treasures, in which it is necessary to clearly define the responsibilities of each applicable subject. In particular, it is necessary to clearly define the responsibilities of local authorities and relic management boards. Because to prevent theft of antiquities and damage to relics, it is very difficult to create high walls and closed doors. In fact, there is no door or wall as effective as the "wall" of responsibility, the "door" of responsibility is emphasized. Once the relic management boards and local authorities fulfill their responsibilities in protection and preservation, regularly assign shifts, have a warning and monitoring system, we can completely detect early and prevent from afar the risks of damage to antiquities and heritage.
