The Con Cuong 1 village cultural house (Te Loi commune, Nong Cong district) was built largely with resources from the people.
Te Loi Commune (Nong Cong) reached the model NTM finish line in 2024. The whole commune has 7/7 cultural villages, including 1 smart village and 2 model villages; 7/7 villages have cultural houses, spacious and clean sports areas, ensuring standards for seating and number of sports fields. Regarding the model village, Con Cuong 1 village, we were quite impressed with the spacious, spacious and modern cultural house campus right in the center of the village. The total area of the village cultural house was built with an area of over 290m2, of which the cultural house was built about 130m2 with a capacity of about 200 people. In the cultural house campus, there is a sports field, an area for installing outdoor sports equipment. The fence surrounding the cultural house is decorated prominently and beautifully with paintings on the wall. Not far away is a sports field with an area of 1,800m2, meeting the needs of organizing sports activities and community activities of the villagers.
Head of Con Cuong 1 village, Tran Van Loc, said: “The village cultural house was built in early 2024. The total cost of building the cultural house is about 1.6 billion VND, of which the people contributed 850 million VND and the socialized source was 250 million VND, the rest was supported by the State. The construction of the cultural house as well as the construction of items in the village were discussed and highly agreed upon by the people in the village. Thanks to that, the activities in the village always received the consensus of the people. Along with that, the village has actively mobilized children far from home to contribute funds to build the cultural house and necessary equipment such as electric lights, lighting, amplifiers, speakers, tables and chairs. The completed cultural and sports facilities have met the spiritual needs of the people, contributing to building a healthy cultural environment”.
In Van Son commune (Trieu Son), in the process of building new rural areas and implementing the movement of physical training and sports to build new cultural life, the commune has implemented many solutions, including promoting the mobilization of people's strength in building cultural and sports institutions and promoting the role of the people in using and managing cultural and sports institutions at the grassroots level. Thanks to that, up to now, the whole commune has 8/8 villages with cultural houses and sports areas to meet the living needs of the people. The cultural houses are effectively managed and used for the functions of the institutions such as: organizing meetings, cultural and artistic festivals; practicing arts, playing sports and being a place for entertainment for the people in the village.
Secretary of the Party cell of Village 7, Le Kim Sang, said: “During the process of building the new rural areas, 162 households in the village agreed and actively participated in contributing labor and money to build cultural and sports facilities and many other works. The village cultural house was built in 2014 with a budget of 800 million VND, contributed by local people and supported by children living far from home. Since then, each time the cultural house was upgraded, amplifiers, speakers, tables and chairs, and sports equipment were added, the people discussed, agreed and participated in. For example, in 2023-2024, the people contributed more than 100 million VND to buy new tables and chairs, and install outdoor sports equipment. The tools and facilities attached to the cultural house were used for the right purposes and carefully preserved by the people.
From the reality in localities, it can be affirmed that people in the whole province have been actively participating in contributing their efforts and money to build and promote the functions of cultural and sports institutions. Up to now, in the province, 20/26 districts, towns and cities have district-level cultural and sports centers, reaching a rate of 74%; 532/558 communes have cultural and sports facilities; 4,302/4,357 villages, hamlets and neighborhoods have cultural houses - sports areas, reaching a rate of 98.7%. Cultural houses and sports areas in villages and neighborhoods are built mainly with funds contributed by the people.
In order to gain the consensus of the people in building cultural and sports institutions, the culture, sports and tourism sector has guided localities to closely follow the guidelines and programs of the Central, provincial and local governments on cultural development. In particular, focusing on integrating the implementation of the program to improve the quality of culture in the period of 2021-2025 with the Project "Building and developing grassroots cultural and sports institutions in Thanh Hoa province"; the movement of physical training and sports to build cultural and sports institutions and build new rural areas. At the same time, all levels, sectors and localities have promoted propaganda and mobilization to raise people's awareness of the role and significance of cultural and sports institutions in improving the spiritual and cultural life of the people.
Localities have proactively mobilized all resources among the people. In particular, many communes and villages have exploited and created socialized funding sources without relying on or waiting for investment from the State. Localities also regularly organize activities to commend typical examples in activities to build cultural life, build cultural and sports institutions; mobilize people and associations and organizations to carry out renovations of cultural houses, cultural house grounds, village roads, alleys, etc. In addition, localities assign responsibility for managing cultural and sports institutions to the people to enhance people's responsibility in using, investing in and repairing cultural houses and sports fields.
