Accordingly, in order to achieve the goals set out in Resolution No. 59-NQ/TW, in the coming time, in addition to regular tasks, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities need to specify and organize the implementation of many tasks.
One of the stated tasks is: "Promoting international integration in culture, society, tourism, environment,education - training, health and other fields".
In particular, expanding, diversifying and deepening international cooperation mechanisms in the fields of culture, information, society, tourism, sports, environment, education - training, health, labor, agriculture and other fields suitable to the interests and specific conditions of our country.
Actively participate in and contribute to the development of regulations, policies and laws in emerging fields/issues that are closely related to the interests and concerns of our country, creating multilateral cooperation mechanisms in culture, information, society, tourism, sports, environment, education - training, health, labor, agriculture and other fields. Proactively initiate and implement new cooperation initiatives and ideas and share experiences in fields where our country has strengths, can promote its role and are of common concern to ASEAN, including sustainable poverty reduction, narrowing the development gap, food security, protection of children's rights, health, gender equality.
Review and implement international treaties and bilateral and multilateral international agreements in the fields of culture, society, tourism, environment, education and training, health, labor, agriculture and other fields. Focus on implementing international treaties and agreements in the field of labor in conjunction with ensuring the goal of improving the quality of life and working conditions of workers, focusing on markets with high incomes, high and advanced labor standards.
Effectively implement tasks on international cultural integration and cooperation within the framework of the National Target Program on Cultural Development for the 2025-2035 period, focusing on promoting the role of Vietnamese cultural centers abroad.
Develop and effectively implement the Project on orientation for South-South cooperation development in the field of agriculture and rural areas; Project on orientation for attracting and managing foreign direct investment in the field of agriculture and rural areas; Project on orientation for attracting, managing and using ODA capital and other preferential loans from foreign donors and non-governmental aid under the state management authority of the Ministry of Agriculture and Environment. Continue to effectively implement the Project on promoting agricultural, forestry and fishery exports until 2030 and propose visions and solutions for the following years. Effectively implement committed projects from now until 2025 and the next phase with organizations and international partners in the field of agriculture and rural areas. Research and propose signing and participating in new international cooperation initiatives and mechanisms in the field of infrastructure development for natural disaster prevention and control, sustainable forest protection and development, etc.
Mobilize international partners and organizations to share experiences, transfer knowledge, skills and provide financial support for our country to develop cultural and content industries. Develop and effectively implement mechanisms and policies to support Vietnamese enterprises, organizations and individuals in developing cultural products and brands with quality and global competitiveness. Complete and implement mechanisms and policies to monitor, manage and prevent the infiltration of unhealthy cultural products; control and respond promptly and effectively to misleading and false information products, ensuring national security, information security, human security and cultural security.
Host major international events on culture, sports and tourism at regional and international levels, in conjunction with high-level multilateral foreign affairs activities that Vietnam will host from now until 2030. Develop a strategy to promote Vietnamese culture abroad. Develop a plan/roadmap to participate in major international events on culture, sports and tourism, striving to create a mark and high achievements in these activities.
Actively mobilize international resources and knowledge to build, perfect and deploy institutions, policies and solutions to promote digital transformation, apply digital technology to cultural fields and activities, develop digital culture and digital cultural industries; effectively implement the Program to digitize Vietnamese Cultural Heritage for the period 2021 - 2030; build and deploy a mechanism to protect digital copyright for cultural products; perfect technical standards and regulations on building digital cultural heritage and the digital cultural ecosystem.
Continue to effectively implement the Strategy for international integration on labor and society until 2020, with a vision to 2030. In the field of labor and society, implement signed international conventions, agreements, and treaties, join and propose to join, sign, and participate in new conventions, agreements, and treaties, focusing on improving the quality of life and conditions of workers and focusing on markets with high incomes, high and advanced labor standards.
Effectively deploy mechanisms and policies to create breakthroughs in training and developing high-quality human resources domestically to ensure the sustainability of development and international integration; improve lifelong learning skills, capacity and productivity of the Vietnamese workforce.
Complete and improve the effectiveness of implementing mechanisms and policies to ensure the legitimate rights and interests of Vietnamese citizens abroad; promote the application of technology and digital technology in the management of Vietnamese workers abroad and the protection of citizens. Enhance information exchange, learn from international experiences in the management of workers' organizations and apply them appropriately to the development situation of the country.
Actively and proactively mobilize technical and financial support in a focused and key manner to serve the implementation of international cooperation and international integration tasks that have not been allocated enough funding. Urgently amend and perfect laws and policies related to the reception and management of aid, ensuring the effectiveness of receiving, using and managing international funding sources, including ODA.
Mobilize international partners to support resources and knowledge in the effective and sustainable management and use of resources, ensuring environmental security, water security, food security, and adaptation to climate change. Urgently remove and overcome bottlenecks in mechanisms and policies in implementing projects related to natural resource exploitation, energy conversion, clean energy development, and climate change, in conjunction with protecting national interests and security. Effectively implement international commitments and make responsible contributions to international efforts to respond to climate change, biodiversity loss, and environmental pollution.
Review the effectiveness of the implementation of agreements, treaties and cooperation mechanisms that have been established in the tourism sector; propose to sign and participate in new agreements and cooperation agreements, focusing on potential markets with large sources of visitors, high spending and long-term stays. Develop and implement mechanisms and policies to support businesses and localities in developing high-quality tourism services and products; attract technical assistance, investment and training of high-quality human resources in tourism. Participate in tourism cooperation and linkage initiatives in the ASEAN sub-region and region, and proactively propose new cooperation initiatives to promote Vietnam's tourism strengths.
Develop a set of criteria for assessing the quality of education and training based on the criteria of international and regional organizations. Form mechanisms and policies to support domestic universities and research institutes to cooperate and associate with high-quality international education and training institutions, invest in opening representative offices or branches abroad, especially in the fields of science and technology.
Review and improve the effectiveness of implementing new agreements and cooperation agreements on mutual recognition of diplomas, certificates, training programs and vocational skills between Vietnam and other countries. Study the possibility of negotiating and signing new agreements and cooperation agreements on mutual recognition of diplomas, certificates, training programs and vocational skills with other countries.
Develop and implement an international cooperation project on research, application of science and technology, human resource training, medical examination and treatment management, preventive medicine, environmental management and medical equipment. Sign, participate in and implement cooperation agreements and treaties with international organizations and large international pharmaceutical corporations on copyright and technology sharing to bring the pharmaceutical industry into global value chains. Develop and implement a project to develop a number of specialized medical centers in areas where our country has strengths, on par with international standards.
Promote international cooperation and integration in the field of ethnic and religious affairs, contributing to strengthening the great national unity bloc and consolidating national security and defense.
