On the afternoon of June 2, National Assembly Chairman Vuong Dinh Hue chaired a working session with agencies to review preparations for organizing the question and answer session at the 5th Session of the 15th National Assembly.
Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue said that according to the program of the 5th Session, the question and answer session will take place from June 6-8.
Based on the voting to solicit opinions from National Assembly deputies, at this session the National Assembly will address four groups of issues in the fields of labor, war invalids and social affairs; ethnic affairs; science and technology; and transportation. At the end of the question-and-answer session, Deputy Prime Minister Le Minh Khai will participate in answering questions from National Assembly deputies and clarify related issues.
To date, the Ministers and heads of sectors responsible for answering the main questions have sent reports related to the questions to the National Assembly deputies. The National Assembly Chairman highly appreciated the Ministers and heads of sectors for sending their reports early so that the National Assembly deputies have more time to thoroughly study the groups of questions; and acknowledged that the reports were carefully prepared with many specific contents.

Reporting on the preparations for the question-and-answer session at the 5th Session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that on May 26, based on the selection of National Assembly deputies, the Secretary General of the National Assembly advised the National Assembly Standing Committee to receive the opinions of National Assembly deputies, finalize and officially announce the group of questions and the people answering the questions at the session; at the same time, request the Ministers and Heads of relevant sectors to promptly prepare a report on the group of questions and send it to the National Assembly deputies.
Mr. Cuong stated that by implementing the preparation work for the questioning activity early, the National Assembly deputies have more time to carefully study the reports of the Ministers and Heads of sectors, on that basis preparing the questioning contents to ensure compliance with the requirements. The Ministers and Heads of sectors also have more time to prepare for the questioning to clarify the contents, responsibilities and management solutions to create real changes in the fields.
Mr. Cuong added that in order to prepare to serve the Minister and the Head of the Department during the questioning process, an assistant or secretary will be arranged to sit with the Minister and the Head of the Department to help take notes and provide support. At the same time, a tablet device will be equipped to quickly translate the questions of the delegates so that the Minister, the Head of the Department or the assistant/secretary can review them for accuracy.
Concluding the working session, National Assembly Chairman Vuong Dinh Hue stated that with the spirit of shared responsibility, questioning is to clarify issues and find solutions to remove difficulties and obstacles. Questioning is not a test or a "puzzle" for Ministers and heads of sectors, the National Assembly Chairman emphasized.
Sharing with the Ministers and heads of sectors answering questions before the National Assembly for the first time, there will be worries and nervousness, but the National Assembly Chairman also said that the practice of organizing questioning sessions at the Session and meetings of the National Assembly Standing Committee has shown that the questioning sessions were successful, the Ministers and heads of sectors all answered well, many Ministers left an impression, and were highly appreciated by National Assembly deputies, voters and people.

The question and answer session at this session was favorable as the National Assembly entered its third year of operation. The ministers and heads of sectors who answered the questions had all worked for a while and were familiar with the work situation. In addition, the socio-economic situation of the past year with many difficulties and challenges also put pressure on the ministers and heads of sectors to have timely solutions.
The National Assembly Chairman emphasized that the success of the question-and-answer session depends not only on the role of the respondent but also on the questioner. Accordingly, to get good answers, first of all, we must ask the right questions, ask them accurately and in a constructive spirit.
The National Assembly Chairman also noted that the development process inevitably has policies and laws that need to be revised and supplemented, but that does not mean that all obstacles and difficulties are due to institutions and laws.
“If the problem is due to the law, it is necessary to clearly state the content of the problem, the inadequacy and propose specific amendments to which article or clause. The ultimate goal is to resolve the pressing concerns and practical problems, meeting the expectations of voters and the people. The content of the responses of ministers, heads of sectors, draft conclusions, and the Resolution on interpellation must also go straight to the tasks that need to be done, not generalities,” the National Assembly Chairman emphasized.
The National Assembly Chairman believes that with careful and thorough preparation, along with the constructive spirit and high responsibility of the Ministers, heads of sectors, National Assembly deputies, and the expectations of voters and people, the question and answer session will be a great success .
