Car usage and accommodation allowance when on business trips
Clause 2, Article 1 of Circular No. 12/2025/TT-BTC amends and supplements Clause 2, Article 5 of Circular No. 40/2017/TT-BTC regulating payment of fixed expenses for car use when going on business trips, the amount of money for self-funded means of transport for business trips is as follows:
a) For subjects allowed to use cars for business trips: Comply with the provisions of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government stipulating standards and norms for car use.
b) For the remaining cadres, civil servants, public employees and workers who are not eligible to be provided with a car when going on business trips but use their own personal vehicles, they will be paid an amount of money for self-sufficient vehicles that does not exceed the regime for the subjects specified in Point a, Clause 2, Article 5 of this Circular and must be stipulated in the internal spending regulations of the unit.
Regarding accommodation allowance, Clause 3, Article 1 of Circular No. 12/2025/TT-BTC amends and supplements Article 6 of Circular No. 40/2017/TT-BTC as follows:
1. Accommodation allowance is an additional amount of money for business travelers in addition to the salary paid by the agency or unit sending the employee on a business trip, calculated from the date of starting the business trip until the end of the business trip and returning to the agency or unit (including time on the road and time staying at the destination). The accommodation allowance to pay for business travelers is 300,000 VND/day.
In case of a one-day business trip (going and returning within the same day), the head of the agency or unit shall decide on the accommodation allowance based on the following criteria: Actual number of hours spent on business during the day (including time spent on the road), distance of the business trip and must be specified in the internal spending regulations of the agency or unit.
2. Cadres, civil servants , public employees and workers on the mainland who are sent on business trips to perform duties at sea or on islands are entitled to a residence allowance of VND 400,000/person/actual day at sea or on islands (applicable to both working days at sea or on islands and days of travel to and from sea or on islands).
In case a number of specific sectors have been prescribed by competent authorities regarding the regime when going on business trips at sea or on islands, the highest prescribed regime (accommodation allowance or compensation) can be selected to pay for the person going on business trips.

Payment of business expenses
Clause 4, Article 1 of Circular No. 12/2025/TT-BTC amends and supplements Clause 2 and Clause 3, Article 7 of Circular No. 40/2017/TT-BTC as follows:
2. Payment by lump sum:
a) Leaders at the Ministerial, Deputy Ministerial and other leaders are entitled to a position allowance coefficient according to that leadership title from 1.25 or higher: VND 1,600,000/day/person, regardless of the place of work;
b) Leaders are entitled to a position allowance coefficient according to that leadership title from 0.8 to 1.20:
- Business trips to centrally-run cities: VND 800,000/day/person.
- Business trip to the provinces: 600,000 VND/day/person.
c) Remaining cadres, civil servants, public employees and workers :
- Business trips to centrally-run cities: 600,000 VND/day/person.
- Business trips to the provinces: 500,000 VND/day/person.

3. Payment according to actual invoice:
In case the business traveler does not receive payment in the form of a lump sum in Clause 2 of this Article, he/she shall be paid according to the actual room rental price (with invoices and legal documents as prescribed by law) approved by the head of the agency or unit according to the following room rental standards:
a) Ministerial-level leaders: VND 4,000,000/day/room according to the standard of one person/room, regardless of the place of work;
b) Deputy Minister-level leaders and leaders are entitled to a position allowance coefficient according to that leadership title from 1.25 to 1.30:
- Business trips to centrally-run cities: VND 2,000,000/day/room based on the standard of one person/room.
- Business trips to the provinces: 1,800,000 VND/day/room according to the standard of one person/room.
c) Leaders are entitled to a position allowance coefficient according to that leadership title from 0.8 to 1.20:
- Business trips to centrally-run cities: 1,200,000 VND/day/room based on the standard of one person/room.
- Business trips to the provinces: 800,000 VND/day/room according to the standard of one person/room.
d) Remaining cadres, civil servants, public employees and workers:
- Business trips to centrally-run cities: 1,400,000 VND/day/room based on the standard of two people/room.
- Business trip to the provinces: 1,100,000 VND/day/room according to the standard of two people/room.
In addition, Clause 5, Article 1 of Circular No. 12/2025/TT-BTC amends and supplements Clause 1, Article 8 of Circular No. 40/2017/TT-BTC as follows:
- For commune-level cadres who regularly have to go on mobile business trips for more than 10 days/month; cadres, civil servants, public employees, and workers of other agencies and units who regularly have to go on mobile business trips for more than 10 days/month will be paid a maximum amount of support for parking and gasoline of VND 700,000/person/month and must be specified in the internal spending regulations of the unit.
Standards for buying airline tickets for domestic business trips
This content, Clause 1, Article 1 of Circular No. 12/2025/TT-BTC amends and supplements Point c, Clause 1, Article 5 of Circular No. 40/2017/TT-BTC as follows:
- For senior leaders (above Minister level), follow current State regulations.
- Business class (Business class or C class) is for leaders at the ministerial level and equivalent positions; Deputy Ministers and leaders with a position allowance coefficient of 1.3 or higher; deputy heads of political and social organizations at the Central level; Standing Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
- Special, flexible economy class seats (such as: Premium, Deluxe, Plus, Flex,...) for leaders who enjoy a position allowance coefficient according to that leadership title from 0.8 to 1.25 but are not eligible to buy business class tickets (Business class or c class).
In case of urgent work requirements but unable to purchase economy class tickets, leaders who are entitled to a position allowance coefficient according to that leadership title from 0.8 to 1.25 are allowed to purchase business class air tickets (Business class or C class). Ministers, heads of central agencies, People's Councils of provinces and centrally run cities shall specify the application of this regulation to ensure it is consistent with the characteristics and balancing capacity of their agencies, units and localities.
- Economy class: For the remaining subjects.
