Prime Minister 's telegram on urgently implementing the organization of the National Achievements Exhibition on the occasion of the 80th anniversary of National Day
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 126/CD-TTg on urgently implementing the organization of the National Achievement Exhibition on the occasion of the 80th anniversary of National Day.
Ensure that all preparations for the National Achievement Exhibition must be basically completed before August 15.
In the Official Dispatch, the Prime Minister welcomed, acknowledged and highly appreciated the Ministries, branches, localities and relevant agencies, and enterprises for their efforts and efforts in a short time to focus on implementing tasks and work to prepare for the organization of the National Achievement Exhibition on the occasion of the 80th anniversary of National Day (Exhibition). The Exhibition "80 Years of the Journey of Independence - Freedom - Happiness" is a key event to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam, so it must be organized solemnly, in accordance with the policies of the Party and State, with a scale, stature and significance commensurate with the proud 80-year journey of the country, with the appeal and attraction of a large number of people and international friends.
Urgently speed up implementation progress
There are only more than 20 days left from now until the opening day of the Exhibition, the scale of the organization is large, the workload is large, requiring high determination and great efforts to perform well the assigned tasks. The Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Heads of relevant central agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally run cities, Chairmen and General Directors of Corporations, General Companies, and Commercial Banks:
a) Urgently direct the acceleration of the implementation of assigned tasks in accordance with the direction of the Government, the Government Standing Committee, the Prime Minister, the Deputy Prime Ministers, the Steering Committee, the approved Projects, Programs, and Plans, on schedule, with quality, efficiency, economy, and absolute safety, ensuring that all preparations for the Exhibition must be basically completed before August 15, 2025; the Prime Minister, the Deputy Prime Ministers, and the Steering Committee will inspect and conduct a preliminary review on August 20, 2025, and a final rehearsal on August 26, 2025, before the official opening of the Exhibition.
b) Direct the careful review of the content of the exhibition outline and take full responsibility for the content, images, information, documents, and artifacts displayed in the exhibition space of the agency, unit, locality, or enterprise.
c) Proactively and actively review and check all contents, outstanding achievements, documents, artifacts, images and events related to the Exhibition. Be responsible for the accuracy and appropriateness of the reviewed contents, ensuring compliance with current regulations.
d) Directly complete the design plan, prepare for the exhibition construction and send the complete design plan to the Ministry of Culture, Sports and Tourism before August 5, 2025 for synthesis and construction of the Exhibition on a digital platform; promptly start construction according to the set plan, to be completed before August 15, 2025.
d) Localities organizing fairs and displaying products of enterprises need to ensure that enterprises operate legally and have prestige in the field of production and business; products and services are representative and typical of the industry and locality; meet standards on quality, food hygiene and safety (for consumer products); prioritize enterprises with products certified by OCOP, VietGAP, ISO... and have positive contributions to the community, society and environment.
e) Urgently focus on implementing assigned tasks in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; proactively direct the handling of assigned tasks, difficulties and problems (if any) within authority, promptly report to competent authorities for arising issues beyond authority.
Research adds Vietnamese cultural elements
The Prime Minister requested the Ministry of Culture, Sports and Tourism to closely coordinate with Vingroup Corporation and international consultants to carefully review and promptly complete the design plan for the application identification in the Exhibition space (including research to add Vietnamese cultural elements) and design the overall display layout of the Exhibition, ensuring quality, progress, meeting the requirements set forth in terms of politics, aesthetics and full legal basis according to the law, on that basis, the Ministry of Culture, Sports and Tourism is responsible for promptly appraising and approving for implementation according to regulations.
The Ministry of Culture, Sports and Tourism works directly and closely coordinates with relevant agencies, units and Vingroup Corporation to urgently develop a detailed scenario plan on logistics, traffic, health, security, order, fire prevention, environmental sanitation, landscape of the Exhibition space, arrangement of trees, food areas, services, entertainment, public sanitation to serve the essential needs of the people and visitors to the Exhibition.
At the same time, preside over and coordinate with Vingroup Corporation to develop a plan for agencies and units to construct the exhibition, ensuring the construction time is suitable for the workload of each unit, the construction time for the exhibition is from August 1, 2025, ensuring basic completion before August 15, 2025.
Step up the implementation of the Exhibition's communication work, the peak of propaganda starts from August 1, 2025.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant agencies and units to urgently develop a plan to organize the Opening and Closing Ceremonies of the Exhibition, related programs and activities, and at the same time develop a draft detailed script for the Opening and Closing Ceremonies of the Exhibition, to be completed before August 5, 2025.
Preside over and coordinate with relevant ministries, localities and agencies to focus on implementing resolutely, urgently and effectively the assigned tasks and duties in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results", proactively handle arising issues within authority, promptly report to competent authorities on issues beyond authority (Deputy Prime Minister Mai Van Chinh directly handles); ensure strictness, efficiency, compliance with legal regulations, prevent negativity, waste and corruption.
The Prime Minister requested the Supreme People's Court, the Supreme People's Procuracy, and the State Audit to urgently develop and complete the design plan for their exhibition space before August 5, 2025, and send it to the Ministry of Culture, Sports and Tourism for guidance and support in implementation, ensuring the overall quality and progress of the Exhibition.
The Ministry of Foreign Affairs plans, lists and schedules high-ranking delegations to visit the Exhibition in coordination with delegations attending the 80th Anniversary Celebration, Parade and March of the August Revolution and the National Day of the Socialist Republic of Vietnam; and sends it to the Ministry of Culture, Sports and Tourism for coordination and implementation.
In addition, the Ministry of Foreign Affairs presides over and coordinates with relevant agencies to invite international delegates to attend the Opening and Closing Ceremonies of the Exhibition, and send them to the Ministry of Culture, Sports and Tourism for coordination in reception and logistics.
Carefully review the exhibition content, ensure copyright and accuracy of images, documents and artifacts.
The Prime Minister requested the Ministries of Finance, Industry and Trade, Construction, National Defense, Public Security, and Foreign Affairs, according to their assigned functions and tasks, to be responsible for reviewing and verifying the legality, typicality, and representation of the enterprises introduced to participate in the Exhibition; carefully reviewing the display content of participating enterprises and units, ensuring the copyright, accuracy, and completeness of information, images, documents, and exhibits.
At the same time, proactively coordinate with the Ministry of Culture, Sports and Tourism, Vingroup Corporation and International Consultants to support and facilitate units and businesses in the registration process, allocate reasonable space, and provide design consultation to ensure harmony in the overall exhibition space.
Ensuring security and order, traffic safety, fire prevention, environmental sanitation, and health
The Prime Minister requested the Ministries of National Defense, Public Security, Health, and the Hanoi People's Committee to develop plans and implement them to ensure absolute security, order, safety, traffic plans, and fire prevention and fighting for activities before and during the Exhibition, the Opening Ceremony, and the Closing Ceremony; arrange forces to ensure security and safety for the Exhibition, the People, and domestic and international visitors; promptly implement instructions for registration, issuance, and distribution of cards and badges for the Exhibition.
Develop a medical plan, establish a medical working group, arrange first aid points and establish a rapid response team, prepare essential means and medicines to ensure food safety, health care and medical care for delegates, people, visitors, officers, employees and workers performing tasks at the Exhibition.
The Hanoi People's Committee organizes traffic routes, arranges public transport to meet travel needs and ensure security and safety for people and visitors to the Exhibition; strengthens propaganda and promotion of the Exhibition in residential areas, as well as around the Exhibition area; urgently implements sanitation work on all routes, ensuring urban aesthetics; directs Electricity and Water Supply units to ensure continuous supply of electricity and water, without interruption during the construction and organization of the Exhibition; presides over and coordinates with Vingroup Corporation, the Ministry of Culture, Sports and Tourism to regulate regional food courts, typical culinary cultures, toilets, garbage disposal areas and other types of waste, ensuring brightness, greenness, cleanliness, beauty, food hygiene and safety, etc.
Organize live radio and television broadcasts of the Opening and Closing Ceremonies of the Exhibition
The Prime Minister assigned Vietnam Television, Voice of Vietnam, and Vietnam News Agency to preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to develop a plan and organize live radio and television broadcasting of the Opening and Closing Ceremonies of the Exhibition.
Vietnam Television presides over and coordinates with relevant units to organize 02 art programs, of which 01 program is organized before the opening time of the Exhibition and 01 program is organized before the closing day of the Exhibition.
The Central Committee of the Ho Chi Minh Communist Youth Union arranges a force of volunteer youth to support the work of regulating and ensuring traffic around the Exhibition area and in the National Exhibition Center area; support the work of welcoming visitors to the Exhibition, support the organization of the Opening Ceremony, Closing Ceremony and programs and activities during the Exhibition.
The Prime Minister assigned Deputy Prime Minister Mai Van Chinh to focus on directing and inspecting the implementation of the Exhibition; the Minister of Culture, Sports and Tourism regularly reviews, inspects, urges, grasps the situation, handles and deploys daily work; weekly reports to the Prime Minister and Deputy Prime Ministers on the progress of specific tasks and work and proposes recommendations (if any).
The Ministry of Culture, Sports and Tourism, according to its assigned functions and tasks, monitors and urges ministries, agencies and localities to implement this Official Dispatch, and promptly reports to Deputy Prime Minister Mai Van Chinh on issues beyond its authority.
The Prime Minister praised the brave, decisive and wise example of saving people in the flash flood of Village Chief Mua A Thi.
On August 4, Prime Minister Pham Minh Chinh sent a letter praising the bravery, determination, and wisdom of Village Chief Mua A Thi in saving people during a flash flood in Hang Pu Xi village, Xa Dung commune, Dien Bien province.
Village chief Mua A Thi was brave, regardless of the danger in the face of the fierce flood, calling on the villagers and directly supporting the elderly and children to escape.
In the early morning of August 1, 2025, heavy rain caused a flash flood and landslide in Hang Pu Xi village, Xa Dung commune, Dien Bien province. Flash floods and rocks poured down, submerging the entire area.
In the letter, the Prime Minister wrote: I was very moved to learn that at that life-and-death moment, in the middle of the night, Village Chief Mua A Thi, 26 years old, bravely, regardless of the danger before the fierce flood, called on the villagers and directly supported the elderly and children to flee. Thanks to the timely, wise and decisive warning actions of Village Chief Mua A Thi, the entire Hang Pu Xi village with 90 people was saved from the sudden natural disaster, avoiding catastrophic consequences. I request the Chairman of the People's Committee of Dien Bien province and the Minister of Home Affairs to urgently study and propose a worthy reward for Village Chief Mua A Thi according to regulations.
On behalf of the Government, the Prime Minister praised and commended the extremely brave, decisive, and wise actions for the lives of compatriots, with a very high sense of responsibility, love, and "national love and compatriotism" of grassroots cadre Mua A Thi.
The Prime Minister called on every citizen, cadre and party member, especially cadres and party members at the grassroots level, to learn from the bravery, sense of responsibility, selflessness for the community, closeness to the people, wholehearted dedication to serving the people of Chief Mua A Thi; requested the press and media agencies to strongly spread the good examples and actions for the health, life and peaceful and happy life of the people, especially in natural disasters and calamities.
At the same time, the Prime Minister called on each citizen to actively improve their proactiveness and skills in responding to natural disasters, stay calm and decisive in handling natural disasters, and unite, support and help each other in times of trouble, overcome difficulties and stabilize life.
The Prime Minister also requested the Ministry of National Defense, the Ministry of Public Security, the Ministry of Agriculture and Environment to coordinate with ministries, branches and local authorities to strictly implement legal regulations on natural disaster prevention and control, civil defense; focus on building and developing the mass movement and replicating civil defense models according to the four-on-the-spot motto; have timely and appropriate reward and encouragement policies; encourage people to join hands, unite, and unify to respond to and overcome the consequences of natural disasters and catastrophes; build a safe society, contributing to building a rich, civilized and prosperous country, where people are increasingly happy, prosperous and no one is left behind./.
