5. Implement planning and arrange concentrated residential areas in a reasonable manner in difficult areas, ensuring that people develop production in accordance with ethnic and regional characteristics.

Implement programs and projects to eradicate hunger, reduce poverty, create jobs, fundamentally solve problems of capital, residential land, production land, and production tools for farmers lacking land, housing, and domestic water, support economic development, allocate land and forests to households in ethnic minority areas, and shift the labor and occupational structure towards industrialization, modernization, and sustainable development.
7. Organize disaster prevention and response and rescue for people in areas affected by natural disasters and floods.
8. Have timely support policies for ethnic minorities with special difficulties to stabilize and develop.
