Synchronize multiple budget collection solutions

By mid-November, the total state budget revenue in Bao Thang commune reached 612.5/336.3 billion VND, equal to 182% of the budget plan, of which land use fees accounted for a large proportion, reaching 556.4 billion VND, equal to 197% of the assigned plan. Many other revenue items also reached and exceeded the provincial budget estimate. This result was achieved thanks to Bao Thang's synchronous implementation of many solutions, especially reviewing each revenue source, closely coordinating with the tax sector and promoting administrative procedure reform to serve people and businesses.

Carefully review each source of income

Identifying the key task in 2025 as completing the budget revenue targets, from the beginning of the year, Bao Thang commune has synthesized and classified each source of revenue in the area. This is also the foundation for the commune to come up with operational solutions that are close to the actual situation and promptly handle arising difficulties.

Mr. Le Duy Hieu - Vice Chairman of Bao Thang Commune People's Committee shared: "We have conducted a comprehensive review of taxes, clearly identifying each group of subjects and each revenue item to have appropriate monitoring and urging measures. For large revenues such as land use fees, registration fees, non- agricultural land use tax, etc., the commune closely coordinates with tax authorities to update data, ensuring correct and sufficient collection."

Thanks to systematic and synchronous implementation, many revenue items achieved high results, of which, registration fee collection reached 156%, fee and charge collection reached 122%, non-agricultural land use tax reached 145%, tax collection from state-led enterprises reached 220%...

Even revenues such as agricultural land use tax or personal income tax reached over 97% of the estimate, demonstrating efforts from the government to the people and businesses.

One of the difficulties in 2025 is that the revenue from land and water surface rental is affected by the 30% reduction in land rent according to Decree 82/2025/ND-CP and 87/2025/ND-CP. Although this item is difficult to reach the estimate, the commune has promptly consulted with superiors and coordinated with the tax sector to review and handle the backlog of documents.

One of the difficulties of 2025 is land rental revenue.

Bao Thang Commune will continue to maintain discipline in revenue management, strictly implement the province's direction, and at the same time create the most favorable conditions for businesses and business households to fulfill their financial obligations.

"Only by providing both support and effective management can we ensure sustainable revenue, not just a fad or concentrated at one time," Mr. Le Duy Hieu emphasized.

Create incentives to support increased revenue

One of the factors that positively contributes to the budget revenue results of Bao Thang commune in 2025 is promoting administrative procedure reform, especially the group of procedures related to land, because this is the main source of revenue for the locality.

Administrative reform not only helps serve people better, but also contributes significantly to the implementation of budget collection tasks.

At Bao Thang Commune Public Administration Service Center, receiving, processing and returning results of documents are carried out according to the "one-stop" mechanism, aiming at transparency, speed and saving time for people.

Mr. Nguyen Van Toan - Deputy Director of Bao Thang Commune Public Administration Service Center shared: "We always determine that reforming administrative procedures not only serves people better, but also contributes significantly to budget collection. For procedures related to land, fees, charges or registration of changes, the center follows the correct procedures, giving priority to guiding people to complete documents on the spot, minimizing the need to travel many times."

The fact that people and businesses are quickly supported in the procedural stages creates favorable conditions for the process of determining financial obligations. As a result, revenues such as fees, charges, registration fees, non-agricultural land use tax, etc. have all increased sharply, contributing to increasing the total budget revenue of the commune.

In addition, the Commune Administrative Service Center has effectively applied information technology in processing documents, creating a transparent and convenient working environment. Officials are always proactive in arranging instructions for online declaration and electronic payment so that people do not have to wait. All are aimed at improving service quality, while ensuring that the arising revenue is processed promptly.

Thanks to the strong direction of the Party Committee and the People's Committee, the participation of the tax sector, the synchronous coordination between departments and especially the consensus of the people and businesses, Bao Thang commune has created a strong change in budget collection. This result not only contributes to improving the financial capacity of the locality but also creates a solid foundation for the commune to complete socio -economic development tasks in the following years.
