Some policies to support voluntary drug addicts in Hau Giang province

Pursuant to the provisions of Clause 3 and Clause 4, Article 3 of Resolution No. 07/NQ-HDND dated July 14, 2023 of the People's Council of Hau Giang province stipulating the level of gifts for longevity and longevity celebrations for the elderly and some contents and expenditure levels for implementing the work of applying measures to send to compulsory drug addiction treatment facilities and supporting voluntary drug addiction treatment in Hau Giang province. In case of people voluntarily detoxifying drug addicts at home and in the community; people voluntarily detoxifying drug addicts at public drug addiction treatment facilities will be supported by the State as follows:

1. For drug addicts voluntarily undergoing drug rehabilitation at home and in the community

Support 01 (one) time for drug addiction treatment costs for people who voluntarily undergo drug addiction treatment at home or in the community when completing at least 03 (three) stages as prescribed in Articles 22, 23 and 24 of Decree No. 116/2021/ND-CP: Support level is 1,800,000 VND/person.

2. For drug addicts voluntarily undergoing drug rehabilitation at public drug rehabilitation facilities

a) Expenses for drugs to stop seizures, detoxify, and treat mental disorders. Expense levels are specified in Clause 1, Article 7 of Circular No. 62/2022/TT-BTC.

b) Support 100% of drug addiction treatment costs and regular medicine according to Clause 2, Article 5, Point b, Clause 3, Article 5 of Circular No. 62/2022/TT-BTC.

c) Expenses for food, clothes, blankets, mosquito nets, mats, pillows, personal items and sanitary napkins (for female voluntary drug addicts) for voluntary drug addicts at public drug addiction treatment facilities shall be implemented according to the provisions of Article 65 of Decree No. 116/2021/ND-CP.

d) Accommodation, electricity and water support: VND 100,000/person/month.

d) Each drug addict is only supported by the state budget once when voluntarily going to drug rehabilitation.

Responsibility for drug prevention and control

1. Responsibility of individuals and families in drug prevention and control

Pursuant to Article 6 of the Law on Drug Prevention and Control 2021, the responsibilities of individuals and families are stipulated as follows:

- Propagate andeducate family members and relatives about the harmful effects of drugs and comply with legal regulations on drug prevention and control; manage and prevent family members from violating laws on drug prevention and control.

- Comply with the instructions of competent persons regarding the use of addictive drugs, psychotropic drugs, precursor drugs, and veterinary drugs containing narcotic substances and precursors.

- Cooperate with authorities in the fight against crime and drug abuse; participate in supporting voluntary drug addiction treatment activities at home and in the community, drug addiction treatment at drug addiction treatment facilities and treatment of opioid addiction with replacement drugs; monitor and help people after drug addiction treatment to integrate into the community; prevent and combat drug relapse.

- Timely provide information on crimes, drug abuse and the cultivation of plants containing narcotic substances to the police or competent state agencies; participate in the elimination of plants containing narcotic substances organized by local authorities.

2. Responsibilities of state agencies in drug prevention and control

- Organize drug prevention and control in agencies and units; prevent and stop cadres, civil servants, public employees, workers under their management and cadres and soldiers of the people's armed forces from violating the law on drug prevention and control; propagate and mobilize people to detect, denounce and fight against drug crimes and evils.

- Organize the implementation of the State's policies and guidelines on planning and socio -economic development to replace the planting of narcotic plants in areas where narcotic plants are eliminated.

3. Responsibilities of educational institutions in drug prevention and control

- Organize and implement drug prevention and control education programs; disseminate and educate students on drug prevention and control laws; strictly manage and prevent students from violating drug prevention and control laws.

- Coordinate with families, agencies, organizations and local authorities to manage and educate students and trainees on drug prevention and control.

- Coordinate with competent agencies, organizations and individuals to organize drug testing in the body when necessary to detect students and trainees illegally using drugs.

4. Responsibilities of press agencies in drug prevention and control

Press agencies are responsible for coordinating with relevant agencies and organizations to propagate policies and laws on drug prevention and control.

5. Responsibilities of the Vietnam Fatherland Front, its member organizations and other organizations in drug prevention and control

- Organize and coordinate with competent authorities to propagate and disseminate knowledge and laws on drug prevention and control among the people; mobilize people to participate in drug prevention and control and carry out drug prevention and control movements.

- Prevent and stop people of your organization and all citizens from violating the law on drug prevention and control.

- Coordinate with local authorities at all levels and competent agencies to mobilize drug addicts to implement drug addiction treatment measures, treat addiction to opium-like substances with substitution drugs; participate in rehabilitating, educating, providing vocational training, finding jobs and helping people after drug addiction rehabilitation to integrate into the community; prevent and combat drug relapse.

6. Responsibilities of the Agency in charge of preventing and combating drug-related crimes

- Specialized agencies for preventing and combating drug-related crimes include:

+ Specialized agency for drug crime prevention and control under the People's Public Security;

+ Specialized agencies for preventing and combating drug-related crimes under the Border Guard, Vietnam Coast Guard and Customs.

- The agency in charge of preventing and combating drug-related crimes under the People's Public Security, within the scope of its tasks and powers, shall preside over and coordinate with relevant agencies and organizations in carrying out activities to prevent, suppress and combat drug-related crimes.

- The specialized agencies for preventing and combating drug-related crimes under the Border Guard, Vietnam Coast Guard, and Customs, within the scope of their tasks and powers, shall preside over and coordinate with the police, other relevant agencies and organizations to carry out activities to prevent, suppress and combat drug-related crimes in the areas or areas under their management and control.

- In the same locality, when detecting a violation of the law related to the duties and powers of many agencies, the agency that detects it first is responsible for handling it according to the authority prescribed by law; in case the case is not under its authority, the case file, person, and evidence of the violation shall be transferred to the competent agency to preside over the settlement.

- The Government regulates the coordination of specialized agencies in preventing and combating drug-related crimes.
