The plan aims to widely implement the “Digital Literacy for All” movement, thereby popularizing basic knowledge about digital transformation and digital skills for people with the spirit of the whole people, comprehensive, no one is left behind in the digital transformation process. People are equipped with the necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit and enjoy the achievements of science and technology, innovation and digital transformation.
At the same time, raising awareness and essential digital skills for people, especially the elderly, people in rural, remote areas or people with little exposure to technology, helping people access and utilize technology in life, improve labor productivity, create new job opportunities and form communities that adapt to digital transformation.
The plan also aims to participate in building digital government, digital society, digital economy, digital citizens, contributing to the successful implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government.
Regarding the general goal, the program "Digital Literacy" helps workers connect with the world's knowledge base through digital technology ; forming digital culture and digital thinking in solving practical problems, helping to resonate each person's personal intelligence with artificial intelligence.
The plan sets out specific goals. In particular, it strives for 80% of cadres, civil servants, public employees and workers in state agencies in the province to have knowledge of digital transformation, digital skills and be able to use digital platforms and services for work.
