On June 6, at the headquarters of the Vietnam National Industry and Energy Group ( Petrovietnam ), the EPC contract signing ceremony for the O Mon IV Thermal Power Plant project took place.
The event marks an important milestone in the roadmap to realize the Block B - O Mon Gas - Power Project Chain, a national key energy project, aiming at the goal of developing clean, modern and sustainable energy in Vietnam in the coming period.
The O Mon IV Thermal Power Plant Project is part of the overall Block B - O Mon Gas - Power Project Chain, including component projects: offshore gas exploitation at Block B, Block B - O Mon gas pipeline and thermal power plant cluster in Can Tho .
The project chain plays a strategic role in exploiting, transporting and effectively using gas resources in the Southwest region, contributing to ensuring national energy security, sea and island security and providing stable electricity for the Southern region.
The implementation of the Project Chain has encountered many difficulties and challenges, leading to the overall progress being extended by nearly 20 years. In particular, the investment phase in the construction of gas-fired power plants - especially the O Mon IV Thermal Power Plant - is identified as a component project on the "critical path" in terms of progress and is decisive to the feasibility and economic efficiency of the entire project chain, especially in the context that the projects in the first phase have implemented EPC 2 years earlier than the thermal power plant project.
In response to that urgent request, the Prime Minister assigned Petrovietnam to be the investor of the O Mon IV Thermal Power Plant Project to promote the progress of the downstream stage and ensure synchronization throughout the chain. Under the close direction of the Government, ministries, central agencies, and Can Tho City leaders, Petrovietnam has demonstrated a high determination, urgently accelerated investment procedures in accordance with regulations, and has so far completed the selection of the main EPC contractor of the Project through an open, public, and transparent international bidding process.

Expected power generation in December 2028
The joint venture Doosan Enerbility Co., Ltd. (Korea) - Power Engineering Consulting Joint Stock Company 2 (PECC2) has been selected as the General Contractor to implement the EPC Package of the project.
The plant uses the latest generation of combined cycle gas turbine technology, high efficiency, fuel economy, and environmental friendliness. The designed capacity reaches about 1,155 MW - higher than the planned scale - and is expected to generate commercial electricity in December 2028, ensuring synchronization with the process of bringing gas from Block B field to shore.
The project is consistent with the clean energy development orientation according to the adjusted Power Plan VII and Power Plan VIII, and at the same time contributes to implementing Vietnam's commitment at COP26 on reducing greenhouse gas emissions and developing clean and sustainable energy.
Speaking at the signing ceremony, Petrovietnam Deputy General Director Phan Tu Giang emphasized that immediately after being assigned as the Investor of the O Mon IV Thermal Power Plant Project, Petrovietnam actively implemented the investment and construction of the Project and related works. After the process of organizing an open international bidding with many reputable, capable and experienced contractors participating in the EPC Package, Petrovietnam has now completed the selection of the EPC Package contractor of the O Mon IV Thermal Power Plant Project, ensuring publicity, transparency, competition and full compliance with the provisions of law.
On behalf of the contractor consortium, Mr. Lee Hyeonho, General Director of EPC business division of Doosan Company, committed: With the experience of successfully implementing previous projects, the Doosan-PECC2 consortium will make every effort to complete the O Mon IV project on schedule with the best quality.
With the completion of the O Mon IV Thermal Power Plant Project, the total power capacity that Petrovietnam is managing and operating will increase to more than 9,300 MW, accounting for about 10% of the total capacity of the national power system. When put into operation, the plant will supplement clean and stable power sources for the Mekong Delta region, improve the reliability of the national power system, and at the same time create a spillover effect in attracting investment, promoting international cooperation and socio-economic development in the region.

In Document No. 77/TTg-CN dated June 24, 2023, the Prime Minister agreed to transfer the investor of the O Mon III and O Mon IV Power Plant projects to Petrovietnam.
