Deploy to the entire system of agencies and units
The Ministry of Industry and Trade has issued Report No. 149/BC-BCT dated June 3, 2025 on the synthesis of the results of collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
The report said that, immediately upon receiving Plan No. 05/KH-UBDTSĐBSHP dated May 5, 2025 on organizing the collection of opinions from the People, sectors and levels, Official Dispatch No. 3883/VPCP-PL dated May 6, 2025 of the Government Office on the implementation of the organization of the collection of opinions and Official Dispatch No. 2441/BTP-PLHSHC dated May 6, 2025 of the Ministry of Justice on the guidance on synthesizing and developing a report on the results of the collection of opinions on the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013, the Ministry of Industry and Trade issued 3 documents directing and deploying to the entire system of affiliated agencies, units and related units.

Accordingly, the Legal Department is assigned to take the lead in guiding, monitoring and synthesizing comments from agencies, organizations and individuals on the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013, which is sent directly to the Ministry of Industry and Trade; to take the lead and coordinate with functional units under the Ministry to organize the collection of opinions, to synthesize fully, objectively and honestly the comments from organizations, agencies and units under the Ministry.
The Industry and Trade Newspaper and Industry and Trade Magazine are required to proactively and actively promote information and propaganda work on the purpose, opinions and contents of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; open special pages and columns to propagate and disseminate contents related to the draft Resolution.
Publish official information, promptly reflect activities to collect opinions from the people, agencies, organizations, and units of the Industry and Trade sector; increase analytical articles, introduce viewpoints, and comments from experts, scientists , officials, civil servants, and people to create social interest and consensus for the work of amending and supplementing the Constitution.
At the same time, the Ministry of Industry and Trade assigned agencies, units, public service units under the Ministry and state-owned enterprises under the management of the Ministry of Industry and Trade to widely disseminate and propagate the content of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Guide and mobilize cadres, civil servants, public employees, and workers of their agencies and units to actively participate in giving opinions online through the VneID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal, or send written opinions to the agency responsible for synthesizing people's opinions.
Then, on May 22, 2025, the Ministry of Industry and Trade issued Document No. 3670/BCT-TCCB to units under the Ministry regarding participation in collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution via the VneID application.
The Ministry of Industry and Trade requested units to thoroughly disseminate and propagate to 100% of cadres, civil servants, public employees, workers and relatives to register for level 2 electronic identification accounts, install the VNeID electronic identification application, and make comments on the content of amending and supplementing a number of articles of the 2013 Constitution on VNeID.
For cadres, civil servants, public employees, and workers who do not have a level 2 electronic identification account, please contact the Department of Administrative Police for Social Order (PC06), the Public Security of provinces and centrally-run cities, or the Commune-level Police to receive and activate a level 2 electronic identification account.
According to the Ministry of Industry and Trade, these documents demonstrate the Ministry's proactiveness and timeliness in carrying out the tasks assigned by the Government, while allowing units under and directly under the Ministry to organize the collection of opinions in accordance with the requirements, content and progress set out. Thereby, the Ministry of Industry and Trade ensures that the collection of opinions is implemented in a unified manner, closely following the Central's instructions and actively contributing to the completion of the content of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Proactively implement information and communication activities
Strictly implementing the direction of the Minister of Industry and Trade in Official Dispatch No. 3360/BCT-VP dated May 12, 2025 on organizing the collection of opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, the Industry and Trade Newspaper and Industry and Trade Magazine have proactively deployed information and communication activities in accordance with their assigned functions and tasks.
Specifically, the Industry and Trade Newspaper and Industry and Trade Magazine have established a separate column to serve the purpose of disseminating and collecting opinions from all walks of life, agencies and organizations on the content of the draft Resolution. Within the framework of the column, many articles with rich content and multi-dimensional reflection have been published to widely disseminate information on the draft Resolution, clarifying the points of amendment and supplementation in the 2013 Constitution.
At the same time, the articles also focus on reflecting the Party and State's guiding spirit on organizing the collection of opinions in a democratic, transparent and comprehensive manner, contributing to creating favorable conditions for a large number of organizations and individuals to access, research and participate in contributing opinions.
The Ministry of Industry and Trade assessed that this propaganda not only serves the purpose of gathering public opinions, but also contributes to raising the political and legal awareness of the whole society about the role and significance of amending the Constitution in the new development stage of the country.
In addition to the communication activities of the press agencies under the Ministry, administrative units, public service units and state-owned enterprises managed by the Ministry of Industry and Trade have also actively and proactively deployed many forms of propaganda and dissemination of the content of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution to all cadres, civil servants, public employees and workers at their agencies and units.
In addition, a number of units have organized specialized conferences to disseminate and thoroughly understand the content of the draft Resolution as well as provide specific instructions on how to participate in contributing opinions. Many units have also promoted propaganda through official social media channels, and integrated propaganda content into the LED screen system at headquarters and affiliated facilities.
Thereby increasing the level of access to information and arousing the sense of responsibility and proactive participation in contributing opinions among cadres, civil servants, public employees and workers in the entire industry.
Received 50 comments on amending the Constitution According to the report, the Ministry of Industry and Trade has consulted agencies, units and organizations under the Ministry, including units under the Ministry, public service units under the Ministry, and state-owned enterprises under the management of the Ministry of Industry and Trade. As a result, the Ministry of Industry and Trade received 50 written comments from agencies, units and organizations. In total, the Ministry of Industry and Trade received 50 comments, including 50 comments from agencies and organizations and 0 comments from individuals. Regarding constitutional techniques, there were a total of 50 comments (including 50 comments from agencies and organizations; 0 comments from individuals). Of these, 50 comments agreed with the constitutional techniques, and 2 comments were about constitutional techniques. Regarding other contents, there were 2 comments. Based on the synthesis of comments on the draft Resolution, the Ministry of Industry and Trade agrees with the contents and constitutional techniques of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution. |
