Prime Minister Pham Minh Chinh signed Official Dispatch 82/CD-TTg dated June 4, 2025 on continuing to step up the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
The telegram requests the Ministers of ministries, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, according to their functions, tasks and authority, to strengthen direction and urge functional forces to coordinate closely, continue to promote the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, fake milk, fake medicine, fake functional foods, foods that do not ensure quality, goods that infringe intellectual property rights; promptly detect and strictly handle violators; at the same time, strictly handle cadres, civil servants and officers who show signs of moral degradation, corruption, negativity, protection and assistance to law violators with the motto "handling one case, warning the whole region, the whole field", "no forbidden areas, no exceptions"...
Promote settlement and payment of proceeds from equitization to the state budget
Deputy Prime Minister Ho Duc Phoc signed Directive No. 16/CT-TTg dated June 5, 2025 of the Prime Minister requesting to promote the settlement of equitization, payment of proceeds from equitization, and divestment of state capital to the Enterprise Arrangement and Development Support Fund (now the state budget).
The Directive requires ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities to urgently carry out tasks related to the settlement of equitization, complete it in 2025, and be responsible to the Government and the Prime Minister for not completing the settlement and handover to joint stock companies for enterprises under their management as prescribed. In case of failure to complete, clearly report the reasons and propose a deadline and handling plan, send them to the Ministry of Finance for synthesis and reporting to the Prime Minister.
Investment in expanding Phu Quoc International Airport
In Resolution No. 01/2025/NQ-CP, the Government agreed to invest in expanding Phu Quoc International Airport to serve the 2027 APEC Conference in the form of business investment prescribed in the Investment Law.
The Government also agreed to recover and transfer the state-invested and managed infrastructure assets of Phu Quoc International Airport from the Ministry of Construction to the People's Committee of Kien Giang province for management, handling and implementation of the Phu Quoc International Airport expansion investment project.
June issued detailed regulations on cases where civil servants living far from their workplace are supported with social housing
Provincial People's Committees, based on local actual conditions, shall issue detailed regulations on cases where people who own houses but are far from their workplaces are considered for social housing support policies according to Clause 2, Article 9 of Resolution No. 201/2025/QH15. The promulgation deadline is June 2025, ensuring that they take effect in sync with Resolution No. 201/2025/QH15.

Regulations on changing telecommunication subscriber numbers issued by the Government
Decree No. 115/2025/ND-CP dated June 3, 2025 detailing a number of articles of the Law on Telecommunications on the management of telecommunications number warehouses and Internet resources; compensation when the State revokes telecommunications codes, numbers, and Internet resources; auction of the right to use telecommunications codes, numbers, and Vietnamese national domain names ".vn".
In particular, the Decree clearly states the regulations on changing telecommunications subscriber numbers. Accordingly, telecommunications enterprises shall change telecommunications subscriber numbers in the following cases: Increasing the capacity of telecommunications subscriber numbers to meet the needs of subscriber development; Ensuring that requirements for effective management, network exploitation and provision of telecommunications services are met; Making adjustments, supplements and amendments to the planning of telecommunications numbering to meet the requirements of changes in technology and telecommunications development policies.
Support production facilities whose animals are forced to be destroyed due to disease
The Government issued Decree No. 116/2025/ND-CP dated June 5, 2025, stipulating policies to support the response to animal diseases.
This Decree stipulates the following policies: Support for production establishments with animals and animal products that must be destroyed due to animal diseases on the List of animal diseases subject to epidemic declaration or the List of diseases transmitted between animals and humans or diseases caused by new infectious agents appearing in the territory of Vietnam as determined in accordance with the provisions of law; support for people participating in overcoming animal diseases.
