Perspective of Tuyen Quang - Ha Giang highway
According to the Ministry of Construction , ensuring quality, ensuring traffic safety, labor safety and environmental sanitation in the construction of transport infrastructure is an important task that the Prime Minister and the Ministry of Construction pay special attention to and have issued many directives and instructions to each agency and unit.
The Northern region is implementing the construction of the Tuyen Quang - Ha Giang, Dong Dang - Tra Linh, Huu Nghi - Chi Lang expressway projects. These are national key projects, decentralized to localities as the managing agencies and competent agencies.
In order to strictly manage the quality of construction projects while accelerating the completion progress according to the direction of the Prime Minister, the Ministry of Construction requests that competent agencies direct investors and project management boards to fully exercise their rights, obligations and responsibilities in accordance with the provisions of law and are decentralized and authorized throughout the implementation process of construction investment projects, ensuring quality and progress.

The project implementation process must clearly define the responsibilities of the subjects and tighten discipline, strictly manage all activities of organizations and individuals. Along with clearly defining the management of quality, progress, traffic safety, labor safety and environmental sanitation of each subject, each stage must have measures to rectify, prevent, stop, and promptly handle existing problems and limitations.
"The project management unit at the site needs to arrange appropriate personnel, ensuring no overlap; specifically defining the authority, responsibility, and obligations of each unit, organization, and project management and operation to ensure consistency, continuity, and high efficiency," the Ministry of Construction requested.
The Ministry of Construction also requested localities to further strengthen inspection work and urge entities to implement measures to improve the quality of works during the design and construction process in accordance with the project's technical regulations, standards and instructions, and strictly handle organizations and individuals who violate the regulations.
Strict control of quality and origin of materials
Regarding material sources, the Ministry of Construction requires strict management, inspection and supervision of the quality and origin of construction materials, products, components, equipment used for the project, and waste disposal to ensure compliance with the requirements of the project's design documents and technical instructions.
Along with that is checking and approving plans, measures to check and control the quality of materials, components, construction products, and equipment installed in the project according to design requirements and technical instructions, especially for machines and equipment with labor safety requirements used in construction that must be technically inspected for safety.
Inspect and urge contractors to comply with the terms of the signed contract, especially ensuring the quality of construction works; resolutely and strictly handle contractors who violate the quality of construction works according to the provisions of the contract.
"Investors and project management boards must strengthen control of construction quality, especially when constructing roadbeds in deep excavations, embankments, sections through Karst cave areas, and weak soil treatment... in compliance with approved plans, construction organization procedures, technical instructions, and design requirements," the Ministry of Construction directed.
The Tuyen Quang - Ha Giang Expressway, nearly 105km long, is under construction in phase 1 with a total investment of VND10,000 billion, expected to be completed by the end of 2025. Of which, 77km belongs to Tuyen Quang province and 27.5km belongs to Ha Giang. This is a large-scale project, of great significance to the socio-economic development of the locality and the northern region.
The Dong Dang - Tra Linh Expressway Project has a total length of 121km, divided into 2 phases with a total investment of nearly 23,000 billion VND. Phase 1 of the project is invested with a length of more than 93km. The total investment is 14,114 billion VND. The expected payback period is 22 years and 4 months. Phase 2 of the project expands the entire 93km of phase 1, and at the same time builds a new 27km of the connecting highway to Tra Linh border gate. The total investment in phase 2 is estimated at about 10,295 billion VND. The expected payback period is 30 years.
The Huu Nghi - Chi Lang Expressway project has a total length of about 60km, with a total investment of more than 11,000 billion VND. This route has special significance as it directly connects with three international border gates: Huu Nghi, Coc Nam and Tan Thanh of Lang Son province.
In addition to the main route, the project also has a connecting section from Huu Nghi - Chi Lang Expressway to Tan Thanh and Coc Nam border gates with a length of 17km. When completed, the project will create an inter-regional traffic corridor, strongly promoting import and export activities, developing border trade economy and linking the Northern economic region with China.
