This afternoon (June 7), in Binh Dinh, Permanent Deputy Prime Minister Nguyen Hoa Binh and members of Working Group No. 1 (according to Decision No. 523/QD-TTg of the Prime Minister) had a working session with 9 localities (Hue; Da Nang; Quang Nam; Quang Ngai; Binh Dinh; Phu Yen; Khanh Hoa; Ninh Thuan; Binh Thuan ). on inspection, urging, removing difficulties and obstacles, promoting disbursement of public investment capital in 2025.
Disbursement rate is higher than the national average
Reporting at the meeting, Deputy Minister of Finance Do Thanh Trung said that the total state budget investment plan for 2025 assigned by the Prime Minister to 9 localities under Working Group No. 1 is VND 56,569.8 billion (of which the central budget capital is VND 16,705.6 billion, local budget capital is VND 39,864.2 billion).
Currently, there are 3 localities Quang Nam, Quang Ngai, Khanh Hoa have not yet allocated all the assigned capital plan with the remaining total capital of 172.1 billion VND . The reason for not allocating is that the localities no longer need to use the capital, so it is proposed to adjust down to transfer to ministries, central agencies, and localities in need of additional capital.
Regarding the disbursement of capital plan in the first 5 months of 2025 , as of May 31, 2025, the disbursement results of localities under Working Group No. 1 reached 26.7% , higher than the national average (the national average reached 24.1% ).
Of which, 6/9 localities have estimated disbursement rates reaching the national average or higher , including: Thua Thien Hue: 41.2%; Binh Dinh: 36%; Khanh Hoa: 30%; Ninh Thuan: 27%; Binh Thuan: 24.6%; Da Nang: 24%. There are 3/9 localities with estimated disbursement rates below the national average , including: Phu Yen: 13.2%; Quang Ngai: 20%; Quang Nam: 21%.
Compared to the results of the first 4 months of the year, the estimated disbursement by May 31, 2025 of the 9 localities under Task Force No. 1 has accelerated positively, higher than the national average. However, according to reports from the localities, there are still some difficulties and problems that have persisted, affecting the implementation and disbursement of projects.
Specifically, to conform to the two-level government structure, a number of investment projects and renovations of headquarters and offices have had to temporarily stop construction or are in the process of being reviewed to adjust the goals, scale, and investment necessity, leading to no further allocation of capital to implement the project to avoid waste.

In addition, changes in responsibilities, authorities, and project management processes at the local level due to the failure to maintain the district level and new functional agencies after the arrangement and merger are also the reasons why the appraisal of feasibility study reports, appraisal of basic designs, appraisal of construction designs, payment and settlement work must be prolonged, affecting the site clearance work of local projects because district-level units are the key organizations implementing site clearance work, etc.
Many projects under implementation are stuck in compensation and site clearance, focusing on determining land origin and land prices; people have not agreed with the compensation and resettlement plan; difficulties in building land price lists due to the merger of provincial administrative units according to the provisions of the 2024 Land Law;...
In addition, the supply of raw materials is limited (especially soil, sand, asphalt) due to the simultaneous implementation of many large traffic projects; the price of many raw materials has increased dramatically compared to the time of bidding, increasing project costs.
Unstable weather, prolonged heavy rain, and a high risk of landslides in mountainous areas are also the causes of disruptions in construction work, especially transportation projects.
At the meeting, leaders of central ministries and branches discussed and answered proposals, recommendations and opinions of localities; requested localities to continue to resolutely direct and organize the implementation of tasks related to the management and use of unfinished public investment capital of programs and projects.
At the same time, actively direct the review and adjustment of capital plans from the old district level to the provincial level or down to the commune level; legal documents must be clearly handed over, investors and project management boards must closely coordinate with departments, branches and sectors at all levels to ensure continuity, limit the occurrence of breaks and interruptions in the implementation and disbursement of public investment capital for tasks and projects.
Along with that, we need to focus on removing difficulties and obstacles in site clearance; strengthen leadership and direction; identify compensation and site clearance as a bottleneck in the project implementation process that needs to be focused on removing, minimizing the situation of projects waiting for site clearance.
Speed up the implementation of key and important national projects in the field of transport; strengthen inspection and supervision, clearly assign responsibilities, and closely coordinate among levels and sectors to ensure scientific and effective work.

In addition, for difficulties related to ODA projects, the competent authorities and project owners need to closely follow the project implementation progress and project adjustment progress, and direct the focus on promoting disbursement of projects that have completed investment procedures, bidding work, and contract signing;...
All activities of local government must be seamless and continuous.
Speaking at the working session, Deputy Prime Minister Nguyen Hoa Binh said that the disbursement rate of 9 localities under Working Group No. 1 is higher than the national average, which is noteworthy, but overall, there is still a lack of uniformity among localities, with 3/9 localities having disbursement rates below the national average.
"I welcome the 9 provinces with disbursement rates higher than the national average, but this does not satisfy us because in the first 6 months of the year, only an average of nearly 30% was disbursed, with more than 70% remaining for the last months of the year. This is a pressure, requiring continued great efforts from localities in the last months of the year," said the First Deputy Prime Minister.
In this spirit, Deputy Prime Minister Nguyen Hoa Binh requested that localities that have not yet allocated all public investment capital must calculate and urgently allocate the remaining portion that has not been allocated according to the plan.
At the same time, it is necessary to continue to vigorously implement site clearance for projects - this is the current "bottleneck" of public investment. Removing this bottleneck requires the participation of the entire political system, especially in compensation, migration, resettlement... In addition to promoting disbursement for ongoing projects, it is also necessary to pay special attention and focus on promoting planned projects, especially key projects of the country and the province.
In the context that the district-level government is about to end its operations, for projects invested by the district level, there must be a handling direction and transitional solution for the projects, ensuring disbursement requirements for the projects, avoiding loss and waste.
Deputy Prime Minister Nguyen Hoa Binh said that the Politburo has directed that starting from July 1, the two-level local government will be put into operation immediately, so all activities will be guaranteed to be continuous, especially for socio-economic development tasks, promoting public investment disbursement, providing public services to serve the needs of people and businesses... Therefore, localities need to clearly understand the continuity and continuity in the operations of the government system, avoiding the mindset of "listening" and "waiting" for the new government. The requirement is that all government activities must be seamless, continuous, and uninterrupted...
In particular, Deputy Prime Minister Nguyen Hoa Binh noted that localities should coordinate and continue to effectively implement the work of restructuring, merging and streamlining the apparatus; emphasizing that departments and branches that have a great influence on economic development, growth, and enterprises, etc., must pay special attention to the selection of leaders and officials in departments and branches; must choose people who are truly worthy to undertake and take on the tasks. Communes with key projects of the province and the Central Government such as railways and highways must also consider and carefully select officials, who must be truly dynamic, creative, have a breakthrough spirit, dare to think, dare to do, dare to take responsibility...
In promoting disbursement and growth, special attention must be paid to selecting and screening investment projects and investors; it is necessary to truly select investors with potential, capacity and reputation in implementing projects and works.
