Raising the issue at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Binh province Tran Hai Chau suggested the general guiding spirit in building the Draft Political Report of the Provincial Party Congress for the term 2025-2030, emphasizing that the two provinces re-merging, the first thing to do is to promote the strength of solidarity; effectively mobilize resources, achieve the target of double-digit growth, create a new development space, and bring the newly developed Quang Tri province into the group of fairly developed provinces in the Central region.

Accordingly, the draft political report focuses on comprehensively assessing the current potential and advantages of each province, the bottlenecks hindering development, thereby building new breakthrough growth poles to break through development.
The two provinces of Quang Binh and Quang Tri after the merger have a large area, more than 400 km long, are important areas for security and defense, have a convenient infrastructure system, have conditions for strong breakthrough development from the mainland to the sea, islands and have many bright spots to become the energy center of the Central region. The draft political report of the new provincial party congress needs to focus on the direction, goals, tasks, and solutions for implementation in the new term to realize the target of double-digit growth, surpassing the average income threshold...
At the meeting, delegates discussed and contributed many important ideas to the draft political report with breakthroughs promoting the tradition of the land that opened up the South, the fusion of the cultural flow of the resilient struggle against foreign invaders and the strong aspiration for peace in the era of national development.
The two provinces have advantages to develop growth pillars in supporting industries and renewable energy industries; logistics services and border trade, turning the new Quang Tri province into an international logistics transit point based on the infrastructure advantages of 2 airports, 2 deep-water seaports, 3 international border gates and a completely connected North-South, East-West transportation network that is unmatched anywhere else...

Quang Tri province's "agricultural" area has developed quite well, while Quang Binh has developed services and tourism well. When merging, it is necessary to create a new space to connect and take advantage of each other right now, not wait until after the merger of the two provinces; strive to improve the lives of people, especially in the western region of the new province. Concluding the meeting, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Binh province, Head of Working Group No. 2 of the Steering Committee for the merger and consolidation of administrative units of Quang Binh and Quang Tri provinces, Tran Hai Chau, highly appreciated the opinions of the delegates who frankly pointed out the current bottlenecks and limitations of the two provinces; promoted the potential and advantages of each locality, thereby contributing to creating a new development space for the new Quang Tri province.
Regarding the draft political report, it is agreed that the elements should be strengthened to build a clean and strong Party and political system; promote the strength of national solidarity; effectively mobilize resources, create breakthroughs in science, technology, innovation, and digital transformation; and be determined to turn Quang Tri province into a fairly developed province in the Central region.
Clarify the advantages and disadvantages to identify the pillars of double-digit growth. In particular, focus on solutions to build the new Quang Tri province into the energy center of the Central region; develop tourism into a spearhead economic sector, form a complete tourist route connecting historical tourism, spiritual tourism, cave tourism and sea and island tourism in the new Quang Tri space.
Quang Binh and Quang Tri are the places that opened up the country to the South. With courage, we must turn the soft power of cultural identity and the desire for peace into a driving force to rise up.
After the meeting, the members of the Working Group were requested to quickly review and complete the draft political report and submit it to the Provincial Party Committee for comments and contributions to ensure quality, with many initiatives and innovations, creating a new development space with strategic breakthroughs, bringing the new Quang Tri province forward strongly in the era of national development.
