Comments on the results of implementing some contents of salary policy reform

This morning, April 17, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the Government's Report on the results of implementing a number of contents on reforming salary policies in the public sector, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

Presenting the Government's Report on the results of implementing a number of contents of salary policy reform in the public sector, adjusting pensions, social insurance benefits, preferential allowances for people with meritorious services and social subsidies, Minister of Home Affairs Pham Thi Thanh Tra stated that, in the context of the country's many difficulties, adjusting the basic salary to increase by 30%, adding 10% to the Bonus Fund for cadres, civil servants, public employees and armed forces; adjusting pensions, social insurance benefits and monthly allowances to increase by 15%, the standard level of social assistance to increase by 38.9%, the standard level of preferential allowances for people with meritorious services to the revolution to increase by 35.7% from July 1, 2024 is a great effort of the Central Government, the National Assembly, the Government and has basically improved the lives of people receiving salaries, allowances and subsidies from the state budget. At the same time, it creates motivation to improve productivity and efficiency, contributing to social stability.

According to the Preliminary Review Report of the Government's Report on this content presented by Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh, the Standing Committee of the Committee for Culture and Social Affairs acknowledged and highly appreciated the Government's efforts in implementing salary policy reform in accordance with the Resolutions of the Central Executive Committee, the Conclusion of the Politburo and Resolution No. 142/2024/QH15 dated June 29, 2024, the 7th Session of the 15th National Assembly in the context of the country's many difficulties and challenges.

“The unification and implementation of salary reform has contributed to fundamentally increasing income and significantly improving the lives of officials, civil servants, public employees and workers in the public sector, creating motivation to improve productivity and work efficiency, while increasing income, creating trust and consensus among pensioners, contributing to social stability,” the Chairman of the Committee for Culture and Social Affairs emphasized.

Based on Resolution No. 142/2024/QH15 of the National Assembly, the Government, ministries and branches have promptly issued detailed regulations and implementation instructions, as a basis for unified implementation nationwide. In addition, information, propaganda and dissemination work have been carried out widely, receiving high consensus at all levels, sectors, agencies, organizations, units and the whole society in implementing the Party and National Assembly's policies on reforming wage policies in the public sector, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

Since Resolution 27-NQ/TW, this is the adjustment with the highest and most synchronous increase.

Regarding the results of implementing some contents of reforming salary policies in the public sector, adjusting pensions, social insurance benefits, preferential benefits for meritorious people and social benefits, National Assembly Chairman Tran Thanh Man noted that the Government needs to continue to evaluate whether the increase in minimum wage is suitable for the cost of living? At the same time, it is necessary to encourage performance-based salary payment.

Emphasizing that wage policy reform is linked to financial resources, the National Assembly Chairman suggested that wage policy reform should be linked to public finance reform and sustainable economic growth.

Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the National Assembly Standing Committee acknowledged the Government's efforts to concretize and actively implement the contents of salary policy reform in the public sector, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits according to Resolution No. 142/2024/QH15. Of the four salary adjustments for the public sector since Resolution No. 27-NQ/TW on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises, this is the adjustment with the highest increase and synchronous to all beneficiaries of salary and subsidies from the budget, bringing excitement to public opinion, people, cadres and party members about the attention of the Party and State.

The Vice Chairman of the National Assembly emphasized that the implementation process of nearly a year has achieved positive results, basically meeting the requirements of the Central Committee and the National Assembly, especially in the context of high concentration, prioritizing the implementation of the revolution in the organizational apparatus, having to review, amend and supplement a very large number of legal documents to create a legal framework, institutionalize the Resolutions of the Central Committee, in that context, it is difficult to avoid some limitations and inadequacies as identified in the Preliminary Review Report.

The Vice Chairman of the National Assembly said that the National Assembly Standing Committee agreed to report on this content at the Ninth Session, requesting the Government to continue to complete the Report, including noting a number of contents such as: Reviewing and updating information and data to ensure accuracy and consistency; continuing to review and supplement results, shortcomings and limitations in the implementation process, clarifying causes and proposing recommendations and solutions to overcome them in the coming time; forecasting difficulties and challenges in implementing the salary policy reform roadmap according to Resolution No. 27-NQ/TW in the context of streamlining the apparatus, reducing staff and implementing socio-economic development goals in the coming time.
