Hua Dong is the Director of Tra Vinh Environmental One Member Co., Ltd., and Cao Tho Binh is the manager and driver of this company.
According to initial investigation, since 2018, Tra Vinh Environment Company Limited has signed contracts to collect and treat hazardous waste, recycled scrap, fly ash, coal slag, etc. with a number of enterprises in Binh Duong province and neighboring areas.
By the end of 2020, Hua Dong directed Cao Tho Binh to have workers illegally bury waste such as fly ash and coal slag collected from businesses in the company's vacant land in Tan Long commune, Phu Giao district, Binh Duong province.
On August 23, 2022, the environmental crime prevention police force coordinated with the Inspectorate of the Ministry of Natural Resources and Environment to inspect the waste treatment site of the above company in Binh Duong and caught workers burying more than 25,000 tons of waste in the ground.
On January 3, the Department of Environmental Crime Prevention and Control, Ministry of Public Security decided to prosecute the criminal case of "causing environmental pollution" occurring in Tan Long commune, Phu Giao district, Binh Duong and Thanh Son commune, Tra Cu district, Tra Vinh province.
Decisions to initiate criminal proceedings, prosecute defendants, and issue orders to temporarily detain defendants are all approved by the People's Procuracy at the same level.
