According to the draft decree regulating the management of cosmetics, the Ministry of Health proposed regulations on cosmetics advertising that cosmetics businesses are responsible for the content advertised by the business for cosmetic products sold by the business itself and do not have to confirm the content of cosmetic advertising with the management agency.
Cosmetic advertising content must be consistent with the inherent nature of cosmetic products, product classification and features and uses that have been announced according to the provisions of law.
Cosmetic products must not be advertised in a way that causes confusion about whether the product is a medicine.
Do not use images, costumes, names, letters, articles of other medical units, facilities, doctors, pharmacists, or medical staff.
The draft clearly states that information and images cannot be used in cosmetic advertising content, such as information and images prohibited in advertising activities as prescribed in the Law on Advertising;
Do not use overly speculative sentences, words, or images that can lead to misunderstandings about drugs, or advertise the product's features and uses too much;
In addition, promotional content promoting cosmetic product features is not accepted.
Draft decree proposes ban on exaggerated advertising of cosmetics
According to the draft, the words and phrases "treatment", "eradicate", "specialize", "top", "top of the line", "first-line", "choice", "high quality/excellent/wonderful/extreme" cannot be used;
Affirmative phrases such as: "100% guaranteed", "safe", "stop", "cut off", "stop", "immediate reduction", "immediate reduction", "immediate reduction", "immediate cure", "complete cure", "cure", "best", "only", "first", "permanent melasma treatment in 7 days";
"acne treatment, fast skin whitening", "melasma treatment cream, 100% natural cosmetics", "instant/super fast skin whitening", "cure", "completely cure", treat dermatitis, reduce allergies, kill fungi, kill viruses, hair growth/eyelash growth stimulation products, fat removal/reduction/body size reduction products, weight loss products, prevent/stop hair growth, sweating stop products, permanent tattoo ink, scar removal products, keloid reduction products, wound cleaning products and words, phrases with similar meanings and phrases are not accepted in the product name and feature declaration regulations.
Do not use images of animals or plants on the list of endangered, precious, rare species that are prioritized for protection.
According to the draft, the content of cosmetic product advertisements must include the following mandatory information: name of the cosmetic product; features and uses of the cosmetic product; name and address of the organization or individual responsible for bringing the product to market; warnings as prescribed by international agreements.
Advertising cosmetic products in newspapers and television must clearly state the name of the cosmetic product; the features and uses of the cosmetic product; and warnings according to the provisions of international agreements.
Da Nang temporarily seized nearly 2,000 handbags, shoes, and wallets bearing famous brands without documents.
The Da Nang City Market Management Department said it has just launched a peak plan to monitor, inspect and handle smuggling, trade fraud and intellectual property infringement, under the direct direction of the Department of Domestic Market Management and Development, Ministry of Industry and Trade.

These products were sold at unusually low prices, only a very small fraction of the official listed price.
Typically, at BL fashion store (Tran Phu street, Hai Chau district), the authorities discovered a Chanel 22 bag made of calfskin, with a gold-plated metal lock, being sold for only 8.6 million VND. Meanwhile, a similar model sold on Chanel's official website costs nearly 162 million VND - a difference of more than 95%.
According to statistics from the working group, nearly 2,000 items including handbags, wallets, shoes, clothes and accessories bearing famous brands, along with many products of unknown origin and without valid invoices and documents, were temporarily detained for further verification and handling.
Consecutive detection of cases of transporting food of unknown origin
Quang Ninh Provincial Border Guard said that on May 20 and 21, Hai Hoa Border Guard Station and Mong Cai International Border Gate Border Guard Station (Provincial Border Guard) consecutively discovered two cases of illegal transportation of large quantities of food of unknown origin.
Specifically, on May 21, the working group of the Mong Cai International Border Gate Border Guard Station discovered a car with license plate 14C-434.44 carrying 250kg of various foods including squid rolls, dumplings, Chinese sausages, and sausages that had been pre-processed and packaged but had no invoices, vouchers or papers proving the legal origin of the goods.
Previously, on the afternoon of May 20, at Zone 3, Hai Hoa Ward, Mong Cai City, the patrol team of Hai Hoa Border Guard Station discovered Nguyen Van Huong, born in 1988, loading 15 sacks of goods onto a motorbike weighing 525kg, containing sausages. Huong could not present documents proving the origin of the above goods and admitted to transporting the above sausages for a fee from an unidentified person.
On May 20, Bai Chay Ward Police, Ha Long City, coordinated with the Market Management Department of Quang Ninh Province to seize nearly 480kg of goods including frozen chicken feet, pork bones, and whole chickens without invoices or documents proving their origin at the business household of Vu Van Thanh, located at No. 15, Group 1, Area 10, Bai Chay Ward, Ha Long City.
