Implement the policies, conclusions and directions of the Party, National Assembly , Government and Provincial Party Committee on the implementation of the task of reorganizing the apparatus and administrative units, so that policy credit activities implemented by the VBSP are maintained stably, continuously and continue to promote effectiveness in the new period.
Accordingly, the Provincial People's Committee requests the Chairman of the People's Committee at the commune level to continue to lead, direct the dissemination, dissemination and implementation of the Party's guidelines and the State's laws and policies on social policy credit; effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period, the Development Strategy of the Vietnam Bank for Social Policies to 2030 according to Decision No. 05/QD-TTg dated January 4, 2023 of the Prime Minister in conjunction with socio -economic development, national target programs in the area to improve the quality and effectiveness of policy credit activities.
Continue to direct the review and confirmation of beneficiaries who are eligible to borrow from the Social Policy Bank in accordance with regulations; enhance the role and responsibility of entrusted socio- political organizations, Savings and Loan Groups in disseminating and implementing policy credit activities at the grassroots level, reviewing loans, checking and supervising after lending, guiding borrowers to use loans for the right purposes, comply with debt repayment and interest payment according to regulations. Pay attention to and create favorable conditions for customers in confirming loan applications, authorization procedures... related to borrowing from the Social Policy Bank, ensuring smooth and timely policy credit sources at the grassroots level.
The Provincial People's Committee also requested the Chairman of the Commune People's Committee to direct specialized departments and relevant units to coordinate with the Transaction Office of the Social Policy Bank to determine the loan needs of policy credit beneficiaries, to review and synthesize the credit plan for 2026 and the period 2026-2030 in the area, and send it to the Transaction Office of the Social Policy Bank to synthesize and send it to the Provincial Social Policy Bank Branch to submit to the Head of the Representative Board of the Provincial Social Policy Bank for approval.
The Chairman of the Commune People's Committee shall facilitate and support the location for the VBSP's transaction points to be located at the headquarters of the Commune People's Committee, the new special zone, and other locations (headquarters of the Commune People's Committee, the old ward, cultural house, community activity house...) arranged by the Commune People's Committee.
Participate in monthly meetings at transaction points where the People's Committees of communes, wards and special zones are headquartered to grasp, direct and promptly resolve difficulties and problems (if any). Choose locations to place credit policy information boards and publicize administrative procedures in convenient areas so that people can know, implement and monitor.
Assign security forces to coordinate with the commune-level police to protect activities at the transaction points of the Social Policy Bank every month, ensuring safety for poor households and other policy beneficiaries when coming to make transactions.
The Provincial People's Committee also requested the Chairman of the Commune People's Committee to promptly grasp and direct corrections to improve credit quality, especially risk handling, bad debt recovery, debt of customers who have left their place of residence, and preserve the State's policy credit capital.
Propagating to the People to register and use the Mobile Banking service of the Social Policy Bank to enhance utilities and digital applications serving policy beneficiaries in the area according to the Project on Developing population data applications, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030 (issued with Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister).
Document 499/UBND-KTTH also requests that socio-political organizations receiving entrustment, village chiefs, heads of residential groups, Management Boards of Savings and Loan Groups and related units coordinate with the Social Policy Bank to periodically compare and classify debts according to Decision No. 976/QD-TTg dated July 1, 2015 of the Prime Minister and instructions of the Social Policy Bank; on the basis of debt classification, there are appropriate solutions to handle irrecoverable debts.
During the implementation process, if the Chairman of the People's Committee of the commune, ward or special zone encounters any difficulties or problems, he/she must promptly report to the Provincial People's Committee (through the Provincial Branch of the Vietnam Bank for Social Policies) for consideration and direction to resolve them in accordance with regulations.
