President To Lam talks about putting knives under management to avoid exploitation

On the afternoon of May 24, the National Assembly discussed in groups the draft Law on Management and Use of Weapons, Explosives and Supporting Tools (amended).

Speaking at the meeting, Politburo member and President To Lam said that the first point is that we have a safe society, without guns, weapons or tools that threaten the safety and security of any citizen.

President To Lam gave the example of many foreign leaders visiting Vietnam and found our country very safe. Even tourists traveling at night or during the day are not threatened or terrorized.

“The report clearly states that a large proportion of stabbings are caused by knives, but we have not yet put them into legal management, so it is difficult to handle. Handling the case is only a small part, the important thing is that we do not accept the use of knives for stabbing purposes,” said the President.

According to the President, it is true that knives are meant to serve the people, but there are cases where dozens of people carry machetes and knives, so it cannot be said that they serve the people.

"We are building a safe society where people are not threatened by any pressure or force," the President said, believing that the vast majority of people will support it.

Also on this issue, Delegate Le Nhat Thanh (Hanoi Delegation) said that it is necessary to classify highly lethal knives as primitive weapons, and when used for the purpose of infringing on human life and health, they are military weapons to have a basis for handling criminals using highly lethal knives to commit crimes.

The delegate said that according to the report of the Ministry of Public Security, in the past 5 years, the whole country has discovered and arrested over 16,000 cases, 26,000 subjects using knives and tools, means similar to knives to commit crimes, of which over 7,000 subjects were handled in the stage of preparing to commit crimes, mainly handling acts that are consequences of using knives, tools, means similar to knives.

Thus, the rate of crimes using knives and means capable of causing similar damage to knives is very high, in which many cases are committed by organized gangs or groups of people with very reckless, savage, and lawless nature, many cases causing public outrage, confusion, and anxiety among the people.

During the investigation of these cases, criminal proceedings can only be conducted when there is sufficient evidence to conclude that the subject has committed other crimes. The subject cannot be prosecuted for the act of illegally storing or using weapons because current law does not stipulate that knives or knife-like devices are weapons.

Therefore, according to the delegate, it is necessary to regulate highly lethal knives as primitive weapons to promptly prevent dangerous behavior of subjects right from the stage of preparing to commit a crime or orienting the behavior of the subject.
