The President presented the Decision to promote the rank of Senior Lieutenant General to Deputy Minister of Public Security Nguyen Duy Ngoc.

On the morning of December 12, at the Presidential Palace, President Vo Van Thuong presented the Decision to promote the rank from Lieutenant General to Senior Lieutenant General to comrade Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security .

Also attending were General To Lam, Politburo member, Minister of Public Security; leaders of a number of central ministries, branches and the Ministry of Public Security.

At the ceremony, President Vo Van Thuong highly appreciated Senior Lieutenant General Nguyen Duy Ngoc as an excellent cadre of the Party, State and Public Security sector; having received basic training and grown up from the grassroots and direct combat units; having been trained and tested through many leadership and command positions at all levels in the Public Security sector. He always strives to fulfill all assigned tasks, has many outstanding achievements in building the Public Security force, building a strong people's security posture, protecting national security, fighting, preventing and combating crimes, and maintaining social order and safety.

The President asked Senior Lieutenant General Nguyen Duy Ngoc to always maintain the qualities of a Party member and a general in the People's Public Security; to be absolutely loyal to the Party, the Fatherland and the People; to constantly cultivate and practice revolutionary ethics; to be modest, simple, close to cadres, soldiers and people; to regularly self-criticize and criticize; to resolutely fight against corruption and negativity; to set an example for the entire force, to maintain and further enhance the image of a Public Security soldier "forgetting himself for the country, serving the people".

The President hopes that Senior Lieutenant General Nguyen Duy Ngoc will continue to promote the spirit of solidarity, unity and responsibility, together with the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security, focus on leadership and direction, grasp the situation, improve the ability to forecast strategies, promptly advise the Party and State and effectively implement the tasks of ensuring national security, fighting and preventing crimes, maintaining social order and safety, not being passive or surprised in any situation; building a truly clean, strong, disciplined, elite and modern People's Public Security force, meeting the requirements and tasks in the new situation.
