National Assembly Chairman Tran Thanh Man delivered the opening speech at the Conference.

On the morning of November 15, the National Election Council held a national conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The National Assembly Chairman stated that the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, Party committees at all levels, authorities, the Fatherland Front, and organizations have identified this as one of the key tasks of 2026. National Assembly Chairman Tran Thanh Man emphasized that this election has many important new points such as: Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, setting the election date on March 15, 2026, 2 months earlier than previous elections. Shortening the time in the steps of the election process: the time from the end of submitting candidacy dossiers to the election day is reduced from 70 days to 42 days; the timelines for consultation, announcement of candidate lists, and settlement of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality. Adjusting the authority to determine voting areas and organizing election management according to the two-level local government model. Diversifying election campaign methods, in addition to direct voter contact, allowing online organization or combining direct with online with the condition of ensuring technical, information security and network security.
