On the morning of November 15, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06, chaired the 5th meeting of the Steering Committee.

Attending the meeting at the Government headquarters were Party Central Committee members, Deputy Prime Ministers : Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Mai Van Chinh, Ho Quoc Dung; Party Central Committee members, leaders of ministries, branches, members of the Steering Committee; representatives of a number of universities, enterprises, and science and technology corporations.

In his opening speech, Prime Minister Pham Minh Chinh said this was a meeting to review and assess the work of the past period, and also a preparation step for the 2025 Summary Meeting of the Steering Committee.

The Prime Minister stated that to achieve strategic goals, we have set a growth target of 8% or more in 2025 and 10% or more in 2026 and the following years.

To promote high and continuous growth for many years, we must renew old growth drivers (investment, consumption, export) and effectively exploit new growth drivers (digital economy, green economy, circular economy, sharing economy, semiconductor chips, artificial intelligence, Internet of Things, quantum, biology, underground space, marine space, space, etc.); promote industrialization, modernization, economic restructuring, and establish new growth models.

Emphasizing the important role of science and technology, innovation, digital transformation, and databases in the development process, the Prime Minister said that the Politburo has issued 07 important Resolutions and is preparing to issue other resolutions on the state economy, foreign investment, and cultural development; in which, Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation is the first Resolution to be issued.

In recent times, the Government and the Prime Minister have focused on directing ministries, branches and localities to resolutely implement Resolution No. 57 with the spirit of "The Party has directed, the Government has agreed, the National Assembly agrees, the People support, the Fatherland expects, then only discuss and do, not discuss backtracking", taking advantage of every day, every month, every hour and every minute to implement.

Recently, we have achieved many positive results in many aspects of institutions, mechanisms, policies and implementation organization. However, to complete the goals of science and technology development, innovation, national digital transformation, administrative reform and Project 06, we still have a lot of work to do.

The Prime Minister asked delegates to focus on evaluating what has been done and what has not been done; review assigned tasks; clarify the results achieved, as well as the existing problems, difficulties and obstacles; identify the existing problems, limitations, weaknesses, obstacles, barriers and bottlenecks; propose tasks and solutions for the coming time, thereby contributing to promoting rapid and sustainable growth in ministries, branches, localities, agencies and units.

In particular, the focus is on discussing and analyzing the following contents: Evaluating the results of task implementation associated with evaluating cadres, individualizing responsibilities; building databases; building digital citizens; reforming, cutting down, simplifying administrative procedures, decentralizing, and delegating powers; sharing good experiences, valuable lessons, and creative ways of doing things.

The Prime Minister stated that leadership and direction must be proactive, timely, flexible and effective; ministers and heads of sectors must pay close attention, especially in building databases; promoting the reduction of administrative procedures, reusing data to reduce the number of documents and papers, creating convenience for people and businesses.

The Prime Minister recalled a specific example he encountered in Thanh Hoa, when a parent had to travel 19km to the commune People's Committee headquarters to get a birth certificate for their student child, then send it to Hanoi. Informing that he had instructed people to access the VNeID application, which contains complete data on personal relationships in the family, as well as information on the date of birth, place of birth, etc. of each person, the Prime Minister emphasized that it is necessary to strengthen guidance and foster knowledge and skills for people, and at the same time, we must boldly and decisively cut out unnecessary tasks and procedures that people still have to do.

At the meeting, leaders of the Ministry of Science and Technology reported on the results of implementing tasks of science, technology development, innovation and national digital transformation; leaders of the Ministry of Public Security reported on the results of implementing Project 06; leaders of the Ministry of Home Affairs reported on the results of administrative reform; as well as key tasks until the end of 2025 in various fields.
