National Assembly Chairman Tran Thanh Man: Parliamentary cooperation is an important pillar in Vietnam - Belarus relations

Emphasizing that parliamentary cooperation has become an important pillar, contributing to deepening Vietnam - Belarus relations, National Assembly Chairman Tran Thanh Man and Deputy Chairman of the Belarusian House of Representatives agreed that the legislative bodies of the two countries continue to promote high-level in-person and online meetings between groups of parliamentarians, and build specific cooperation programs to improve the effectiveness of parliamentary activities, contributing to the sustainable development of each country.

As reported by the People's Representative Newspaper, this afternoon, April 29, in Ho Chi Minh City, National Assembly Chairman Tran Thanh Man received Vice Chairman of the House of Representatives of the Republic of Belarus Ipatau Vadzim on the occasion of his visit to Vietnam to attend the 50th Anniversary of the Liberation of the South and National Reunification Day.

National Assembly Chairman Tran Thanh Man expressed his pleasure to welcome the Vice Chairman of the House of Representatives and the high-ranking delegation of the House of Representatives of the Republic of Belarus to visit Vietnam and attend the military parade to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).

Emphasizing that the event of the Liberation of the South and the reunification of the country was a great historical milestone, marking the glorious victory of the Vietnamese people in the struggle for independence, freedom and national reunification, the National Assembly Chairman affirmed that the participation of Deputy Speaker of the House of Representatives Ipatau Vadzim and the Belarusian House of Representatives delegation not only demonstrated respect for the heroic history of the Vietnamese people, but also was a vivid demonstration of the deep traditional friendship between Vietnam and Belarus, which has been nurtured over many decades.

The National Assembly Chairman stated that the Vietnam-Belarus relationship is a strong traditional friendship, built on the foundation of mutual trust and respect. The Vietnamese people always remember the great and valuable support that the Belarusian people and the former Soviet people gave Vietnam during the resistance war for independence, as well as in the post-war reconstruction of the country. Such sincere feelings and assistance have laid the foundation for the relationship between the two countries today.

Regarding parliamentary cooperation, the Vietnamese National Assembly highly appreciated the increasingly close relationship with the House of Representatives of Belarus, especially through the activities of the Working Group on Cooperation between the two legislative bodies. Exchanges, sharing of legislative experience and coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) have contributed to enhancing mutual understanding and trust.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully sent greetings to the leaders of Belarus and respectfully invited the Speaker of the House of Representatives to pay an official visit to Vietnam in the coming time to continue consolidating and expanding the cooperative relationship between the two legislative bodies.

Vice Chairman of the House of Representatives Ipatau Vadzim thanked National Assembly Chairman Tran Thanh Man for inviting him to attend this very important event in Vietnam; respectfully sent the President's congratulations and congratulatory letters from the Chairman of the Senate and the Chairman of the House of Representatives of Belarus to the leaders of the Party, National Assembly, Government and people of Vietnam.

Deputy Speaker of the House of Representatives Ipatau Vadzim affirmed that Belarus and Vietnam have been closely linked for decades in the past struggle for national liberation and today develop together in a multipolar world; affirming that Vietnam is an important and leading partner of Belarus in the Southeast Asia and Pacific regions.

The Vice Chairman of the Belarusian House of Representatives hopes that the two countries will promote people-to-people exchanges and enhance cooperation in education and culture, including promoting the opening of direct flights from Vietnam to Belarus to enhance cooperation in all fields for the development of the people of the two countries.

At the meeting, the two sides also said that over the years, economic cooperation and parliamentary cooperation have become important pillars, contributing to deepening bilateral relations. The visa exemption agreement for ordinary passport holders between the two countries, effective from January 30, 2025, along with the activities of the Vietnam - Belarus Intergovernmental Committee, has opened up many opportunities to promote cooperation in the fields of trade, investment, industry, agriculture, science and technology and education...

Vietnam hopes to exploit the potential for cooperation with Belarus in the manufacturing, machinery production and clean energy industries, which are Belarus' strengths, to bring practical benefits to both sides.

Belarus proposed that the two countries further expand cooperation, especially in the fields of artificial intelligence, technology, digital economy and many new potential areas in which Belarus has strengths.

In particular, the Vietnam – Eurasian Economic Union (EAEU – including the Russian Federation, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Armenia and the Kyrgyz Republic) Free Trade Agreement signed on May 29, 2015 and effective from October 5, 2016 has created conditions for the countries to promote trade and investment relations. The two sides need to further expand the two countries’ commodity markets with ASEAN and the Eurasian Economic Union.

Regarding parliamentary relations, the two sides agreed to continue promoting high-level in-person and online meetings between parliamentary groups, and to develop specific cooperation programs to improve the effectiveness of parliamentary activities, contributing to the sustainable development of each country.

The two sides will strengthen inter-parliamentary cooperation and promote exchanges between friendship parliamentary groups so that these groups can serve as bridges to strengthen relations in other fields. The Vietnamese National Assembly and the Belarusian Parliament will support each other at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU).
