National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1891/NQ - UBTVQH15 on the expected number, structure and composition of the 16th National Assembly deputies. Accordingly, the National Assembly Standing Committee resolved that the total number of 16th National Assembly deputies is 500 people and the expected number, structure and composition of National Assembly deputies at the central and local levels are as follows:

The number of delegates in central agencies is 217 (43.4%); the number of National Assembly delegates in localities is 283 (56.6%). The number of delegates in central agencies is allocated to agencies, organizations and units.
Specifically, Party agencies: 10 delegates (2%); Presidential agencies: 3 delegates (0.6%); National Assembly agencies (full-time National Assembly deputies at the central level): 145 delegates (29%); Government, Government agencies: 15 delegates (3%); Ministry of National Defense (including Ministers, ministerial agencies, military regions, and military services): 13 delegates (2.6%); Ministry of Public Security (including Ministers): 3 delegates (0.6%); Supreme People's Court: 1 delegate (0.2%); Supreme People's Procuracy : 1 delegate (0.2%); State Audit: 1 delegate (0.2%); Vietnam Fatherland Front: 25 delegates (5%).
The number of National Assembly deputies at the local level is allocated based on two structures: Orientation structure with 179 deputies (35.8%); Guidance structure introduced by localities with 104 deputies (20.8%).
The orientation structure is a framework structure for provinces and cities to use as a basis for introducing candidates, including: Key leaders in provinces and centrally run cities who are also Heads of National Assembly delegations: 34 delegates (6.8%); National Assembly delegates working full-time at the National Assembly delegation: 55 delegates (11%); Vietnam Fatherland Front: 28 delegates (5.6%); religious delegates: 6 delegates (1.2%); Army: 14 delegates (2.8%); Police: 9 delegates (1.8%); People's Court, People's Procuracy, Department of Justice: 13 delegates (2.6%); Research institutes, universities, academies: 10 delegates (2%); Enterprises, associations, and trade unions in the field of production and business: 10 delegates (2%).
The guiding structure is a flexible structure for provinces and cities to use as a basis for introducing candidates, including representatives of the following sectors: science - technology, finance, education, health, culture - arts, representatives of local authorities, internal affairs, intellectuals, etc. In this structure, it is necessary to pay attention to the reasonable allocation of women, non-Party members, ethnic minorities, young people and self-nominated candidates.
The Resolution also stipulates that the combined structure is a structure according to the combined criteria. A candidate for National Assembly deputy may have more than one combined structure, including:
Delegates who are members of the Party Central Committee are about 80-90 comrades (16%-18%), including 12-14 comrades who are members of the Politburo and Secretariat. Delegates who are non-Party members: From 25-50 delegates (5%-10%). Young delegates (under 40 years old): About 50 delegates (10%). Re-elected delegates: About 160 delegates (32%). Delegates who are ethnic minorities must ensure that at least 18% of the total number of people on the official list of candidates for National Assembly deputies are ethnic minorities. Attention must be paid to ethnic minorities who have not yet participated in the National Assembly. Delegates who are women must ensure that at least 35% of the total number of people on the official list of candidates for National Assembly deputies are women.
The Resolution clearly states that the National Election Council, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Election Committees in provinces and cities, the Standing Committees of the Vietnam Fatherland Front Committees at the provincial level and relevant agencies and organizations shall implement this Resolution, ensuring the election of a sufficient number of 500 delegates, meeting the standards of National Assembly delegates, with appropriate structures, representing the sectors, sectors and classes of people; it is not advisable to combine multiple structures for one delegate.
According to the Resolution, the expected number of National Assembly deputies to be elected in each province and city is allocated according to the following principle: Each province and city has at least 4 deputies residing and working in the locality. The number of subsequent deputies is calculated based on the population and characteristics of each locality, ensuring that the total number of National Assembly deputies expected to be elected is 500 deputies. Ensuring that each province and city has at least 7 deputies.
The expected allocation of central delegates to run for local elections is based on the following principles: A National Assembly delegation with 7 to 10 delegates will have 3 to 4 central delegates; a National Assembly delegation with 11 to 15 delegates will have 5 to 6 central delegates; a National Assembly delegation with 16 to 17 delegates will have 7 to 8 central delegates; a National Assembly delegation with 18 to 19 delegates will have 8 to 9 central delegates; a National Assembly delegation with 21 delegates will have 9 to 10 central delegates; a National Assembly delegation with 32 to 38 delegates will have 15 to 17 central delegates.
Pursuant to the provisions of this Resolution and Article 8 of the Law on Election of Deputies to the National Assembly and People's Councils, the Standing Committee of the National Assembly shall agree with the Standing Committee of the Central Committee of the Vietnam Fatherland Front and representatives of socio-political organizations to propose the structure and composition of National Assembly deputies; the number of people from political organizations, socio-political organizations, social organizations, people's armed forces, and central and local state agencies to be nominated as candidates for National Assembly deputies to ensure a reasonable representation ratio of all classes of people in the 16th National Assembly.
This Resolution comes into force from the date of signing and promulgation, November 10, 2025.
