Chairman of the City People's Committee attended the National Online Conference on promoting public investment disbursement at Hai Phong bridge

(Haiphong.gov.vn) – On the morning of May 20, Prime Minister Pham Minh Chinh chaired a national online conference to promote growth momentum through accelerating disbursement of public investment capital in 2025. At the conference, the Government set a target of disbursing 100% of the public investment capital plan in 2025, instead of 95% as previously set.

Attending the Conference were Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies, Government agencies; representatives of Party and National Assembly agencies; representatives of the Supreme People's Court, the Supreme People's Procuracy , the Central Committee of the Vietnam Fatherland Front; leaders of central ministries and branches; leaders of provinces and centrally run cities; and representatives of leaders of corporations, general corporations and state-owned joint stock commercial banks.

Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh reviewed the results of public investment in the first months of the year, in which 37/47 ministries, agencies and 27/63 localities had disbursement rates below the national average. The Prime Minister requested to clarify this issue, find out the causes, point out the difficulties, obstacles, bottlenecks, and responsibilities of ministries and branches. At the same time, draw lessons from experience in leadership, direction, and implementation at all levels and branches, especially the heads, to have appropriate solutions; have principles and regular measurement tools to urge, remind, and promote the role of the Government's working groups.

Prime Minister Pham Minh Chinh delivered the opening speech at the Conference.

The Prime Minister requested that leaders of Party committees and authorities at all levels, cadres and Party members must think, study, continue to review and propose amendments to institutions and policies, and remove obstacles, especially laws related to budgets and bidding, because in reality, private enterprises often disburse and implement projects very quickly. All levels from the central to local levels must resolutely get involved, make more efforts and be more active, assign "clearly to people, clear about work, clear about responsibilities, clear about progress, clear about results, clear about authority", demonstrate a sense of responsibility towards the country and work, and avoid the situation of "having money but not being able to spend it". The Prime Minister emphasized the need to strengthen decentralization and strong delegation of power to localities along with resource allocation, improve implementation capacity, and strengthen inspection and supervision, with the spirit of "locality decides, locality does, locality is responsible"; ministries, branches and central agencies focus on performing state management tasks, not doing specific tasks. State corporations and groups must also be proactive in promoting investment.

According to the Ministry of Finance, in 2025, the total public investment capital approved by the National Assembly is more than 829 trillion VND; nearly 826 billion VND has been allocated to ministries, central and local agencies. By April 30, 2025, ministries, central and local agencies have allocated and assigned detailed public investment plans for 2025 for the list of tasks and projects of nearly 818 trillion VND, reaching 99% of the plan assigned by the Prime Minister.

As of April 30, 2025, the country's public investment disbursement was more than VND 128 trillion, reaching 15.56%. Of which, the central budget disbursement was about VND 476.6 billion, reaching 13.33%; the local budget disbursement was about VND 81.8 trillion, reaching 17.2%; the disbursement of capital for 3 national target programs was more than VND 4.7 trillion, reaching 21.4% of the plan assigned by the Prime Minister. Thus, in the first 4 months of 2025, there were 10 ministries, central agencies and 35 localities with disbursement rates above the national average. However, there were a number of ministries, central agencies and localities that had not disbursed or had low disbursement rates./.
