Synchronously and effectively deploy solutions to successfully organize High School Graduation Exams, Grade 10 High School Admissions and Early Level Admissions in 2025

(Haiphong.gov.vn) - Implementing the Prime Minister's Official Dispatch No. 58/CD-TTg dated May 8, 2025 on organizing the High School Graduation Exam and primaryschool enrollment in 2025, the Chairman of the City People's Committee has just directed the Heads of Departments, branches, and sectors; Chairmen of People's Committees of districts, towns, and cities; and relevant agencies to focus on synchronously and effectively implementing tasks and solutions to successfully organize the High School Graduation Exam in 2025, the High School Grade 10 Entrance Exam for the 2025-2026 school year, and primary school enrollment in the area. At the same time, strictly implement Directive No. 37/CT TTg dated October 7, 2024 of the Prime Minister, Directive No. 14/CT-UBND dated November 22, 2024 of the City People's Committee on strengthening the direction and coordination of the organization of the High School Graduation Exam and University and Vocational Education Admissions in 2025 in Hai Phong City; promote responsibility, be close in direction, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families and educational institutions.

The City People's Committee assigned the Department of Education and Training to take full responsibility for the preparation, guidance and organization of the High School Graduation Exam, Grade 10 High School Admissions and Primary School Admissions in the city. Accordingly, a detailed plan was developed according to the "6 clear" principle (clear people, clear work, clear responsibilities, clear authority, clear time, clear results), in line with the policy of local government arrangement.

Closely following the direction of the Ministry of Education and Training , reviewing and adjusting the exam organization plan according to the actual situation, at the same time fully preparing facilities, human resources and backup plans to ensure that the exams take place safely and seriously. In particular, focusing on checking the stages with potential risks of negativity and fraud and ensuring absolute safety in printing and creating exam questions. Communication work is also closely coordinated with relevant units to provide accurate, objective and timely information, creating consensus from parents, students and society.

The City Police have developed a specific plan and directed professional units to closely coordinate with the Education sector in organizing the exams. The police force has strengthened its work of grasping the situation, preventing, detecting and strictly handling violations of the law related to the exams.

The City Inspectorate urgently develops a plan to comprehensively inspect and examine all stages of organizing the Exams, paying special attention to clearly assigning responsibilities to each participating organization and individual, while ensuring that the operations of relevant agencies and units are not affected.

The Department of Health proactively develops plans and schemes to coordinate the organization of the Exams, ensuring environmental hygiene, food safety and preparing adequate human resources, supplies and medical equipment to serve the medical examination and treatment of candidates, staff and teachers participating in the Exams.

Hai Phong City Youth Union directed all levels of the Youth Union to participate in supporting candidates, candidates' families and ensuring order and safety during the exams.

The People's Committees at all district levels are fully responsible for the organization of the Examinations and admissions at the local level. The units issue specific and practical implementation plans, assign tasks according to the "6 clear" principle and closely coordinate with the Education sector and related units. The People's Committees at the district level also ensure adequate facilities, human resources, traffic safety, order and security in the areas where the Examinations take place. At the same time, the Departments, branches, localities and related agencies proactively coordinate with the Education sector to thoroughly prepare the necessary conditions and develop contingency plans for any unusual situations. The goal is to ensure that all stages in the process of organizing the Examinations and admissions at the local level are closely managed, supervised and have clear responsibilities, the organization of the Examinations takes place seriously, safely and in accordance with regulations./.
