This situation has caused many negative consequences such as market information disruption, creating "virtual fever" in land prices, arising disputes, violating construction order, seriously affecting the investment environment and security and order in the locality.
In addition, after the two-level local government officially came into operation and in the process of handling administrative procedures on land (especially the issuance/re-issuance of Land Use Right Certificates for households and individuals) according to Decree No. 151/2025/ND-CP regulating the decentralization of authority of two-level local governments, decentralization and decentralization in the field of land in communes, wards and Phu Quy special zone still encountered some difficulties and problems.

The Department of Agriculture and Environment shall preside over and coordinate with localities to inspect, prevent and promptly handle acts of illegal leveling, subdivision and conversion of agricultural land use purposes.
The Chairman of Lam Dong Provincial People's Committee also directed the Provincial Land Registration Office to coordinate with the Provincial Public Administration Service Center to unify and guide the use of one-stop electronic software, creating convenience for people and businesses in the process of handling administrative procedures related to land.
