6 projects and works are prioritized by Ho Chi Minh City to resolve specific mechanisms and policies

The Ho Chi Minh City People's Committee has just issued a decision approving the list of 6 priority projects and works applying special mechanisms and policies stipulated in Resolution No. 66.4/2025 of the Government.

Name many large projects and works

The Ho Chi Minh City People's Committee has just issued a decision approving a list of 6 priority projects and works applying specific mechanisms and policies as stipulated in Resolution No. 66.4/2025 of the Government on promulgating specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024.

According to the above decision, the projects and works that have been resolved are: Can Gio coastal tourism urban area project, International University urban area project, urban railway project connecting the center of Ho Chi Minh City - Can Gio, 3/2 Street urban area project (96ha), technical infrastructure project - geological improvement of Ben Dinh Islet urban area (110ha) and Con Dao airport project with CHK 4E level (510ha).

This is a group of projects specified in Point d, Clause 1, Article 2 of Resolution No. 66.4/2025. Accordingly, socio -economic development projects and works under the authority of approval and investment policy decision of local authorities according to the provisions of law on investment and public investment shall be considered and decided by the Chairman of the Provincial People's Committee according to the specific mechanisms and policies of this resolution.

The Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to urgently preside over and coordinate with relevant agencies, units, and investors to review and synthesize the demand for using minerals of groups III and IV to report and propose to the Chairman of the City People's Committee to consider and decide to apply special policies and mechanisms according to regulations.

Thereby, it is proposed that mining areas delimit areas where mineral exploitation rights are not auctioned according to the criteria of Resolution No. 66.4.

Create all necessary conditions

The decision of the City People's Committee emphasizes that the People's Committees of communes, wards and special zones proactively coordinate and create all necessary conditions for investors and contractors to construct public investment projects to find qualified material mine locations to put into exploitation.

At the same time, it is necessary to perform the tasks and powers related to compensation for site clearance, land recovery, land allocation to investors and construction contractors, and promptly put the material mine into exploitation in accordance with the provisions of Resolution No. 66.4/2025.

The relevant departments and branches shall strengthen inspection, supervision and handling of illegal mining and transportation of minerals, prevent the trading of invoices and legalization of materials of unknown origin. At the same time, it is necessary to protect security and order in the mining area and material transportation routes, and closely monitor the mining and transportation of minerals for mineral mines exploited according to the specific mechanism in Resolution No. 66.4/2025.

This Decision takes effect from November 4.

According to Resolution No. 66.4/2025, the exploration and exploitation of Group III minerals for construction materials and the exploitation of Group IV minerals for construction works and projects are allowed without having to carry out procedures for deciding or approving investment policies and approving investment projects.

No need to base on land use planning, annual land use plan, no need to carry out procedures to change land use purpose, except for land used for national defense and security purposes. No need to carry out procedures to appraise and approve the appraisal results of environmental impact assessment reports, issue environmental licenses, and register for environment.

The Chairman of the Provincial People's Committee issues exploration licenses, group III mineral exploitation licenses, and group IV mineral exploitation licenses to construction contractors and investors for construction works, projects, and tasks.
