BAC NINH - On the afternoon of October 30, Comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Bac Ninh province visited and worked at a number of agricultural processing enterprises in the province. This is an enterprise specializing in processing, preserving and trading fresh and frozen primary processed agricultural products for export, fruit juices including: lychee, soybeans, sweet corn and winter vegetables. The output of each product currently reaches a scale of 3,000 - 5,000 tons/year.

In terms of market, the Company's products have reached high-demand markets such as Japan, the US, Korea, Europe, and Australia. Export output accounts for 80% of output, annual revenue reaches 5.5 million USD, maintaining an annual growth rate of 6-10%. Currently, the Company maintains jobs for 80 official employees, with an average income of 9 million VND/month and about 300 seasonal workers during peak periods.

In addition to the advantages, during the operation, the Company has encountered difficulties in accessing medium and long-term loans with preferential interest rates. In addition, the quality of input materials is not uniform, depending heavily on the weather. Logistics costs for collecting and transporting raw materials from the growing area to the factory are still high. The market faces fierce competition from similar products from China. Export markets are increasingly increasing non-tariff technical barriers. The costs of participating in international fairs, marketing, and building brands in foreign markets exceed the capacity of small and medium enterprises. Procedures related to granting quality certificates and customs procedures are still complicated...

Enterprises recommend that the province pay more attention to agricultural processing enterprises, develop support policies for the development of raw material areas; provide preferential loans and interest rates from the budget, consider tax exemptions and reductions; speed up the processing of administrative procedures, especially VAT and customs refunds; support funding for participation in specialized international fairs and organizing trade delegations; support enterprises in registering for trademark and geographical indication protection in international markets; complete legal procedures for business mergers; consider supporting the extension of land lease terms...

The company invests in an agricultural processing factory with a production line using advanced and modern technology, ensuring closed operation, capable of processing and supplying 8,000 - 10,000 tons/year with a variety of products. In the management and production process, the company applies the ISO 22000 - 2018 and HACCP quality management system. In 2023, the company officially exports the first batch of fresh Bac Giang lychee to the Thai market...

Thereby, building prestige and brand in domestic and international markets, making an important contribution to the economic restructuring of the province, increasing the export value of agricultural products.

The Chairman of the Provincial People's Committee emphasized that the province identified building the brand and value of lychee fruit at an international level as a key task in developing high-tech agriculture . Therefore, the province has researched and developed a separate resolution on developing the brand of lychee fruit, as a basis for unified and long-term direction. The province will re-plan concentrated lychee growing areas, expand safe production areas, apply high technology; at the same time, research to extend the harvest time, develop off-season lychee; promote research, deep processing and product diversification to increase added value and competitiveness in the international market.

Chairman of the Provincial People's Committee Vuong Quoc Tuan affirmed that the province will provide maximum funding for scientific and technological research, especially projects applied in post-harvest processing and preservation. At the same time, it will study specific support policies for large-scale agricultural processing enterprises, and encourage investment in concentrated raw material areas associated with sustainable supply chains.

He directed departments and branches to review and evaluate the suitability of current regulations supporting agricultural development, advise on adjustments to encourage innovation, digital transformation in the agricultural sector, and traceability of agricultural products; include lychee growing areas associated with the development of eco-agricultural tourism in the province's master plan, forming a dual value chain of both production and promotion of local image.

He emphasized that the province is committed to accompanying, removing difficulties, and creating all favorable conditions for businesses, farmers and scientists to join hands in building the lychee brand into a symbol of Bac Ninh agriculture in the international market; at the same time, he hopes that businesses such as Toan Cau Food Import-Export Joint Stock Company and Vifoco Import-Export Joint Stock Company will become pioneers in technological innovation in the field of agricultural processing in the province.
