Lao Cai strives to be in the top group in the country in implementing the Campaign to enrich and clean up land databases.

On the morning of October 31, the Provincial People's Committee held a meeting to review the progress and remove difficulties and obstacles in implementing the Campaign to enrich and clean up the land database. Comrade Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee chaired the meeting. The meeting was also connected to the bridge points in the communes and wards in the province.

Up to now, 100% of communes and wards in the province have established Steering Committees, working groups and issued plans to implement the Campaign; 89/99 communes and wards have established 462 working groups to collect land use right certificates, deployed to each village, hamlet and residential group.

Basically, a number of tasks have been completed according to the set schedule. Regarding the review and classification of land data, a database has been built: 146,289 land plots have been built and are being exploited and used stably, ensuring the criteria of "correct - sufficient - clean - living"; 2,310,594 land plots have had a database built but need to be done correctly, sufficiently, supplemented and authenticated with information of land users and owners of assets attached to the land; 359,821 land plots have had a database built but cannot be exploited and used, need to be rebuilt.

Regarding the work of verifying information with the national population database: By October 29, the information of 1,491,675/2,456,833 land plots had been verified to ensure the criteria of "correct - sufficient - clean - alive", the volume reached 61% of the planned target.

Updating and editing the land database to synchronize with the national population database: The Land Registration Office has compiled a list of data, transferred the list to the People's Committees at the commune level and branches of the regional land registration offices for review, additional input and is completing missing information of land plots, information on ID cards/citizen identification cards of land users and property owners into the land database with 727,446 land plots of 141,250 land users.

As of October 29, the work of enriching the land database has received 25,569 land certificates, citizen identification cards of land users and data information from the People's Committees at the commune level.

Regarding synchronization, connection, and sharing of land databases, synchronization of local land databases with the national land database at the Central level, as of October 31, the province has integrated, converted, created automatic and simultaneous changes on the land database, reorganized the land database according to the 2-level local government model and pushed 99/99 communes and wards in the province to the national system to synchronize data to VNLIS with a total of 1.3 million land plots with synchronized data (XML). Lao Cai ranked 3rd out of 34 provinces and cities nationwide.

Concluding the meeting, Mr. Nguyen Thanh Sinh - Vice Chairman of the Provincial People's Committee assessed that the campaign in the province was generally on schedule. He requested that communes and wards urgently carry out the reconciliation, supplement information, clean up the land database according to regulations, and hand over the reconciliation products of the two phases before November 5. Lao Cai strives to finish the campaign on November 15, finishing ahead of the Central's plan and being one of the leading provinces. The remaining time is short, the workload is large, so the entire political system needs to take drastic action.

The Vice Chairman of the Provincial People's Committee requested that departments and branches coordinate closely and closely follow the plan of the Provincial People's Committee; members of the Steering Committee need to go down to directly inspect and urge implementation at the grassroots level. The Department of Agriculture and Environment needs to set up a hotline to urge communes and wards to report at 5:00 p.m. every day; the Provincial Police directs the commune and ward police to review, compare data and coordinate closely with Department C06 - Ministry of Public Security to check population data; the Department of Science and Technology continues to update synchronous data; the Department of Finance needs to appraise and promptly submit to the Provincial People's Committee to promptly pay benefits to individuals who fully participate; the Chairmen of the People's Committees of communes and wards focus on directing to accelerate the implementation progress and be responsible to the province. The Vice Chairman requested to evaluate the progress of each commune to promptly reward localities that do well.
