On October 31, comrade Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee chaired a working session on the progress of site clearance, compensation, support and resettlement of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project, the section passing through the old Yen Bai province.

The Lao Cai - Hanoi - Hai Phong railway, the section passing through Lao Cai province, is over 143 km long, passing through 12 communes and wards in the province with 5 stations and 4 technical operation stations.

At the working session, representatives of the Management Board of Construction Investment Project No. 1 and the localities: Au Lau, Quy Mong, Xuan Ai, Mau A, Tan Hop, Dong Cuong, Chau Que reported the results of site clearance work of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project.

Accordingly, after adjusting the route centerline according to the route plan on October 25, 2025, the total land area to be recovered is about 1,268.52 hectares, of which the section passing through the old Yen Bai province is about 669.08 hectares, a decrease of about 47.54 hectares compared to the old plan. The number of households expected to be resettled is about 751 households.

It is expected to implement 16 resettlement areas, reducing 10 resettlement areas compared to the old plan, of which: continuing to implement 14/26 resettlement areas according to the old plan, adding 2 new areas: resettlement area of ​​Ngon Ngoi village, Au Lau ward (320 lots) and resettlement area of ​​Ha Ly village, Chau Que commune (about 20 lots).

In addition, the scale of 2 areas will be added: resettlement area of ​​Dai An village, Mau A commune will be expanded from 160 lots to 190 lots, resettlement area of ​​Trang Xo village, Chau Que commune will be reduced from 120 lots to 68 lots and a kindergarten will be added.

As of October 30, 2025, the project has disbursed VND 173,292 million from local budget advances and assigned project capital. Of which, Construction Investment Project Management Board No. 1 has disbursed VND 12,045 million from project capital.

At the working session, Mr. Nguyen The Phuoc, Standing Vice Chairman of the Provincial People's Committee, directed to resolve difficulties and problems of each locality in the process of site clearance; assigned relevant departments and branches to guide and support localities in implementing procedures according to regulations, and remove obstacles and difficulties in the process of project implementation.

Concluding the working session, comrade Nguyen The Phuoc - Permanent Vice Chairman of the Provincial People's Committee acknowledged the efforts and proactive spirit of localities in site clearance work.

He requested the Management Board of Construction Investment Project No. 1 to continue to closely coordinate with localities to speed up the progress of site clearance in resettlement areas, pay people to soon hand over the site to the contractor to implement the project investment; by November 15 at the latest, the compensation plan and land prices must be publicly announced and posted; by December 15, the compensation plan must be approved.

For the two resettlement areas that have arisen, the Management Board of Construction Investment Project No. 1 needs to urgently develop a design plan, and must hand over the boundaries to the surveying unit by November 5 at the latest, and have a resettlement map before November 15. He requested strict handling of organizations, households, and individuals who violate the law.

At the same time, units need to mobilize maximum human resources, speed up the progress of measuring, counting, and clearing the land for the main route according to the adjusted plan to soon start the Project in accordance with the direction of the Prime Minister.
