Chairman of Hue City People's Committee requested to learn from experience in organizing cannon firing

Seriously learn from the experience of organizing the cannon firing in the recent past, strictly implement the regulations in Decree No. 137/2020/ND-CP of the Government on the management and use of fireworks and Decree No. 56/2023/ND-CP of the Government amending and supplementing a number of articles of Decree No. 137/2020/ND-CP and other relevant legal regulations. The organizing unit must have a plan to ensure safety and order, fire prevention and fighting... when implementing the program.

Previously, at the second cannon firing on the evening of May 3, organized by the Hue Monuments Conservation Center and implemented by Viet Giang Technology Co., Ltd., an incident occurred in which the cannon fell into an area where many spectators were watching, causing many people to run away.

The report of the Hue Monuments Conservation Center confirmed that because the plan to order Z21 pyrotechnic materials specialized in creating cannon effects had not been implemented in time, the technical staff of Viet Giang Technology Company Limited arbitrarily used 58 old fire dragon pyrotechnic tubes left over from the Hue Traditional Craft Festival 2023 to fire cannons.

These pipes were water-permeable, causing moisture and non-combustibility due to the installation period being exposed to wind and rain and had expired, leading to poor quality. At the same time, negligence in the installation process caused the direction of the shot to deviate towards the viewer.
